HomeMy WebLinkAboutAgenda Statement 1983/07/19 Item 8 COUNCIL AGENDA STATEMENT Item 8 Meeting Date 7/19/83 ITEM TITLE: Resolution %/,5.29 - Approving Professional Services Agreement between the City of Chula Vista and Ralph Anderson and Associates for Recruit- ment Services (Planning Director) SUBMITTED BY: City Manager (4/5ths Vote: Yes No X ) BACKGROUND This report recommends that the City retain Ralph Anderson and Associates to provide certain professional services to assist in the recruiting for the position of Planning Director. This position became vacant a little over a year ago and there is a need to obtain a list of current candidates for the position since the present list of candidates is out of date. RECOMMENDATION: Adopt resolution. BOARDS/COMMISSIONS RECOMMENDATION: N.A. DISCUSSION As you can appreciate, the position of Planning Director is a very important, sensitive job to the City of Chula Vista. Every effort needs to be taken to make certain that the best available candidates apply for this position, even those who would not normally answer the City's ad for this job in professional journals. The initial recruitment for this position, which became vacant a little over one year ago, drew a large number of responses, but upon subsequent screening by the City Manager, it was apparent that it did not draw a large enough number of satisfactory candidates for this position. The City could repeat its recruitment effort once again, but probably with the same results. This is in part because there are not that many good Planning Director possibilities in the job market. Those that have developed the management and professional skills required for this position are often attracted into consulting or the private sector. Put another way, compared to other department head positions, Planning Director is one of the most difficult for which to successfully recruit. So, while the use of a consultant to supplement the City's recruitment efforts normally would not be even considered, in light of the initial response to this position and the usual difficulty in recruiting good planning candidates, it is recommended that professional recruitment assistance by obtained. While such a service cannot do much more than City staff in placing advertisements in professional journals , they do have the advantage of being aware of those qualified individuals that may be interested in making a move at this time or those who have developed a good reputation in other parts of the state or region, who may be par- ticularly well suited to the position of Chula Vista Planning Director. It is this direct letter solicitation under the signature of the City Manager, and follow-up phone calls by the professional service provider, that represents the intensity and level of effort that is really needed for this vacancy's recruitment. It should be made clear that the services under this contract are only for recruitment, and that the selection process will be totally under the supervision of and performed by City staff. It should be clear, then, that this is not a full-fledged recruitment and selection process by an outside service provider, but only an assist in the recruitment phase of such a process. continued Form A-113 (Rev. 11/79) Page 2, Item 8 Meeting Date 7/19/83 The firm recommended to perform this work is Ralph Anderson and Associates, Sacramento, which has had a long and successful record of performing recruitment and selection processes for City Manager, City Attorney and department head positions throughout the western United States. Ralph Anderson, at one time, was one of the chief staff associates with the League of California Cities and has a thorough understanding of the needs for top management staff among municipalities. Accordingly, it is recommended that a resolution be adopted which would engage the services of Ralph Anderson and Associates to provide professional services in connection with the Planning Director recruitment. FISCAL IMPACT The cost of the professional services will be $3,000 plus reimbursement for out-of-pocket expenses, which should not be more than another $400. There are adequate funds in the City Manager's budget to cover this expense.
