HomeMy WebLinkAboutAgenda Statement 1983/07/12 Item 21 t/i CITY COUNCIL AGENDA STATEMENT Item 21 Meeting Date 7/12/83 ITEM TITLE: Report on pedestrian traffic near Tidelands Park SUBMITTED BY: City Engineer (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager At the April 26, 1983, meeting the City Council requested that the Safety Commission review the routing of pedestrian traffic related to Tidelands Park and the site of the formerly proposed Crystal T's restaurant. The design of the park allowed for overflow parking from the Crystal T's site and El Toritos. However, pedestrian facilities were limited to the intersection of Bay Boulevard and "F" Street to discourage people from attempting to cross Bay Boulevard at a potentially hazardous location between the two curves (see attached plat) . RECOMMENDATION: That the pedestrian facilities for crossing Bay Boulevard be limited to the intersection of Bay Boulevard and "F" Street. BOARDS/COMMISSIONS RECOMMENDATION: On June 9, 1983, the Safety Commission voted 4-0 that pedestrian facilities for crossing Bay Boulevard near Tidelands Park be limited to the intersection of Bay Boulevard and "F" Street. DISCUSSION: Bay Boulevard is a 37-foot wide frontage road that carries 5,300 vehicles per day. Anthony's, Days Inn, El Toritos, and the site on which Crystal T's was proposed front this segment of Bay Boulevard. Since these businesses are successful , area parking demand is high. As a result of this parking demand, Tidelands Park was designed to provide 26 overflow parking spaces. A landscaped barrier along Bay Boulevard was incorporated in the plans for Tidelands Park to encourage pedestrians to use the intersection of Bay Boulevard/"F" Street and discourage hazardous mid-block crossings on Bay Boulevard within the "S" curves. It is our opinion that the City should not provide a marked mid-block crosswalk on Bay Boulevard which would encourage pedestrians to cross at that location. Although this may not stop pedestrians from making the mid-block crossing, it should encourage them to cross at the intersection of Bay Boulevard and "F" Street. It is anticipated that this intersection will be posted as a four-way stop prior to any construction on the site formerly proposed for the Crystal T's restaurant. FISCAL IMPACT: Not applicable.
