HomeMy WebLinkAboutAgenda Statement 1983/07/12 Item 16 COUNCIL AGENDA STATEMENT Item 16 Meeting Date 7/12/83 ITEM TITLE: Resolution //3 /7 Authorizing removal of parking and installation of a two way left turn lane on south side of "F" Street from Third Avenue to Fourth Avenue SUBMITTED BY: City Engineer (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager In November 1983, the parking structure in the Town Centre Redevelopment Area will be completed. One of the two access points for the parking structure will be on "F" Street where Landis Avenue was to the south (see attached plat). As stated in the Town Centre Redevelopment EIR, the anticipated growth in "F" Street traffic volumes and left turning traffic volumes at the parking structure entrance will necessitate installation of a two way left turn lane and removal of on-street parking on "F" Street from Third Avenue to Fourth Avenue. RECOMMENDATION: That on-street parking be eliminated on the south side of "F" Street between Third Avenue and Fourth Avenue, and that a two-way left turn lane be installed. BOARDS/COMMISSIONS RECOMMENDATION: On June 9, 1983, the Safety Commission voted 4-0 to support the elimination of parking and installation of a two-way left turn lane. On May 10, 1983, the Parking Place Commission voted 4-0 to support these changes. DISCUSSION: "F" Street between Third Avenue and Fourth Avenue is a four lane 64 to 56 foot wide arterial . The daily traffic volume on this segment of "F" Street was 10,500 in 1982 and is expected to increase to over 14,000 in 1985. This includes an estimated 2,750 trip ends using the parking structure driveway onto "F" Street. The Town Centre Redevelopment plan commercial component enviromental impact report, as approved by the Planning Commission on February 28, 1979, recommends installation of a left turn lane on "F" Street to mitigate these higher volumes and safely facilitate left movements. The installation of the left turn lane requires the elimination of 10 metered on-street parking spaces along the south side of "F" Street (see attached plat) . Page 2, Item 16 Meeting Date 7/12/83 In addition to facilitating left turns into the parking structure, the left turn lane will also provide a protected left turn waiting lane for vehicles turning into the Library, Garrett Avenue, Landis Avenue, and the existing shopping center on the southeast corner of Fourth Avenue and "F" Street. It is estimated that the above work will be done this fall in conjunction with the Town Centre construction.
