HomeMy WebLinkAboutAgenda Statement 1986/04/15 Item 20 COUNCIL AGENDA STATEMENT Item 20 Meeting Date 4/15/86 ITEM TITLE: Resolution /.1. 4W Accepting bids, appropriating funds, and awarding contract for "assessment District No. 85-2, Phase II - 980 Zone Pump Station" SUBMITTED BY: Director of Public Works/City Engineer fil:417 REVIEWED BY: City Manager, (4/5ths Vote: Yes X No ) On November 12, 1985, the City Council , through the adoption of certain Resolutions, initiated the proceedings for Assessment District No. 85-2. On December 17, 1985, by Resolution No. 12292, Council awarded the first of three (phased) contracts for the construction of designated water, sewer and street improvements in EastLake Phase I. At 2 p.m. on April 9, 1986, in Conference Room 2 in the Public Service Building, the City Engineer received sealed bids for the second phase of the assessment District 85-2 work which is "Phase II, 980 Zone Pump Station". RECOMMENDATION: That Council appropriate funds, accept bids and award contract to Olson Construction Co. , 9747 Olson Drive, P.O. Box 87483, San Diego, CA 92138, in the amount of $988,500. DISCUSSION: the purpose of this project is to install a pump station and appurtenant improvements to serve the EastLake Phase I development. This work is to be funded by Assessment District 85-2 and is the second of three contracts to be awarded in conjunction with the EastLake Phase I development. Bids were received from three contractors as follows: Bidder's Name Bid Amount Olson Construction Co. $ 988,500 Taylor & Hoover, Inc. 1 ,063,000 George M. Robertson Co. , Inc. 1 ,101 ,000 The low bid by Olson Construction Company was below the Engineer' s estimate of $1 ,050,000 by $61 ,500 or about 6%. We have reviewed the low bid and believe it to be excellent and recommend awarding the contract. Also, the Otay Water District, the intended owner of the facility recommends that Council accept the bids and award the contract to Olson Construction Company in the amount of $988,500. Page 2, Item 20 Meeting Date 4/15/86 Funds for this project will be paid by EastLake Development Company, who has provided a $3,000,000 letter of credit to assure payment to the contractor. EastLake Development Company will be reimbursed for their expense from bond proceeds later this year. To award the contract, however, Council needs to appropriate $1 ,087,3501 to cover the bid and a 10% contingency amount. The Finance Director has established a system to account for fund expenditures associated with this project. Attached is a Contractor' s Disclosure Statement FISCAL IMPACT: Council is appropriating funds amounting to $1 ,087,350, however, the EastLake Development Company will be advancing all funds necessary to pay this contract. The net result is that there will be no fiscal impact on the City.
