Historical Society to Conduct a Designers Showcase, April 24 -
May 26, 1986, at 642-644 Second Avenue

On March 25, 1986, the City Council asked staff to return to Council with an
emergency ordinance, or whatever might be appropriate, to sanction a proposed
temporary tent to be erected for two days during the week of April 21 , 1986
for the Designers Showcase on Second Avenue. The Showcase is to preview the
remodeling of selected historic houses; the proceeds from the events are used
to support historic restoration projects of the San Diego Historical Society
and the education fund of the American Society of Interior Designers, San
Diego Chapter. This is an annual event in San Diego County and the first time
it has been offered in Chula Vista.
This project is categorically exempt from environmental review as a class 4(e)
exemption.
RECOMMENDATION: Adopt the Emergency Ordinance

DISCUSSION:
Upon further investigation by staff, it was found that the Showcase involves
not only a request for a temporary tent for two days in April but also various
other activities extending for about a month from late April to late May to
show the house to selected groups and the general public.
The events proposed would be as follows:
1 . April 24, 1986 - Patrons Dinner, 7 p.m. - 10 p.m. in the tent (to be
located in the driveway area) . The anticipated number of persons
attending (including staff) would be approximately 140 people.
2. April 25, 1986 - Cocktail Party, Music (small combo band) , 7 p.m. -
10 p.m. in the tent. The anticipated attendance would be 300 people.

3. April 29 - May 2, 1986 - Group Tours for the 4 days, Tuesday through
Friday, from 10:00 p.m. - 4:00 p.m. On Saturday, May 3, a special preview
for Chula Vista residents will be held. An approximation of capacity
would be about 100 people per hour or 500 people per day. These will be
in groups of 15-30 people and will have specific schedules for tours.
4. May 4 - May 26, 1986 - Public Town
Tuesday & Wednesday 10 a.m. - 4 p.m.
Thursday & Friday 10 a.m. - 9 p.m.
Saturday 10 a.m. - 5 p.m.
Sunday Noon - 5 p.m.
Closed Mondays (except Memorial Day)
Estimates range from 200 to 500 people attending depending whether it is a
weekday (200) or weekend (500).

The Chula Vista Zoning Ordinance does not regulate temporary events of this
nature in a residential zone.
The staging of "Designer Showcase 1986" in Chula Vista not only brings
prestige to this City during its 75th Anniversary Year but it also opens
historic homes (the Garrettson-Frank and Tennie MacDonald Houses) to the
public. This demonstrates the interest that the City and its citizens have in
perpetuating Chula Vista' s heritage. Of particular importance is the use of
funds derived from the showcase; support of historic restoration projects of
the San Diego Historical Society and the education fund of the American
Society of Interior Designers, San Diego Chapter.
The Designer Showcase will receive considerable publicity throughout the
region and indeed the nation. The May issue of San Diego Home and Garden will
be dedicated to the Showcase. The Congoleum Co. is celebrating its 100 year
anniversary. They have provided the floor covering for much of the
Garrettson-Frank house which will be featured in a nation-wide television ad
campaign.

Given the hours of operation and the recently adopted noise ordinance, there
should be no substantial impact. It must be made clear, however, that Code
requirements must be adhered to and the hours of operation will be maintained.
Parking and traffic effects, however, are more difficult to evaluate and
mitigate. Parking and vehicles circulating to find parking could result in
adverse effects on residents along Second Avenue and the various side streets
during this month-long event. The organizers of the Showcase have contacted
the County regarding the use of parking in the South County Regional Center.
It would seem appropriate to provide some type of shuttle bus service between
this parking facility and the Showcase to lessen any parking problems along
Second Avenue.
The proposed ordinance would amend Sec. 19.24.030H of the Zoning Ordinance to
allow the Showcase activities at this location until May 27, 1986.
This use would be permitted subject to the following regulations:
1 . Shuttle bus service shall be provided to a parking facility that is
reasonably convenient to the Showcase. A schedule of operation,
description of vehicles and health and safety standards shall be submitted
to the Zoning Administrator for consideration, approval , conditional
approval or denial .
2. The Showcase organizers shall provide traffic control personnel and
devices to direct and assist any vehicular traffic to and from events.
Evidence of compliance with this regulation shall be provided to the
Zoning Admi ni strator.
3. Adequate sign(s) to direct patrons to the off-site parking shall be
provided and subject to a Sign Permit being issued by the Zoning
Administrator.
4. All other provisions of the Municipal Code shall apply to the operation of
the Showcase.
5. Failure of the Showcase to operate as described herein could result in
revocation of the Zoning Permit or imposition of additional conditions may
be imposed on the Showcase by the Zoning Administrator.
In an initial discussion of these regulations with the organizers of the
Showcase, they indicated that they did not believe that the shuttle bus was
