This First Amendment increases the total project cost from the previous estimate in the Agreement dated May 29, 1984, from $3.4 million to $5.2 million. The City's 50% share of the total estimated cost, less $147,000 credit for the right-of-way to the project through the Public Works Yard, is $2,453,000. By Resolution No. 551 , adopted by the Redevelopment Agency in December 1984, the Agency determined that it could legally finance the project. In order to increase funding for the project as contained in the First Amendment, it will be necessary for the Agency to hold a public hearing which is scheduled for April 17, 1986. RECOMMENDATION: That Council : 1 . Approve First Amendment to Agreement Between the County of San Diego and City of Chula Vista for the Final Design and Construction of the Bayfront Trolley Station. 2. Request the Redevelopment Agency to appropriate $900,000 for the Bayfront Station project, and reimburse the City $147,000 for the City' s right-of-way. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The County of San Diego has revised cost estimates for the Bayfront Trolley Station Project based upon the completion of final design and construction documents. This revised estimate is $5.2 million. This cost increase from the project cost of $3.4 million estimated in the May 29, 1984, agreement is due primarily to: higher land acquisition costs than originally anticipated; inclusion of the Visitor Information Center as part of the project; addition of Phase II cost estimates; and more detailed Phase I costs based upon the Engineer's estimate. Included in this amount is $117,600 for the Visitor Information Center (not included in the March 1984 estimate) ; $61 ,000 for administrative costs and inspection; $41 ,400 for utility relocation; and $710,000 for construction contract and contingency. The $710,000 construction cost increase includes greater paving costs, more extensive landscaping and irrigation, gas station removal , and site preparation. Phase II costs include removal of the bowling center and provision of additional parking. This cost increase of $1 .8 million increases the City's share by $900,000. However, staff has been informed by CalTrans that the California Transportation Commission approved a $961 ,000 grant in Intermodal funding for this project at its meeting on March 27, 1986, thus reducing the City' s share of the increase from $900,000 to $419,500. The County of San Diego plans to advertise for bids for construction of the station in April , with construction beginning in June, and project completion in October. Since the Intermodal grant funds will not be available to the project until after July 1 , 1986, it is necessary to appropriate the additional $900,000 for the project prior to advertising for bids. The agreement will be modified to reflect the Intermodal fund grant of $961 ,000 when these funds have been released by the State. FISCAL IMPACT: The First Amendment to the Agreement Between the County and City for Construction of the Bayfront Trolley Station Project increases the total estimated cost for the project from $3.4 million to $5.2 million, with the City's 50% share increasing by $900,000. Box 1087 Chula Vista, CA 92012 Dear Mr. Gustafson: Subject: First Amendment to City-County Agreement for Construction of the Bayfront Trolley Station Authorizing Increased Funding to $5.2 Million As you are aware, we previously informed the Project Steering Committee and the Chula Vista City Council that the total costs of the station might increase during the design phase of the project. We further indicated that a revised estimate would be submitted for City Council and Board of Supervisors' approval upon completion of the construction documents. The documents are now complete, and in combination with the previously expected increase, indicate that the total cost estimate should be increased to $5.2 million. Accordingly, attached for your review and comment is a first amendment to our current contract which increases the funding of the project to $5.2 million. The amendment maintains the equal funding arrangement by the City and County. Please note that we expect approval of $961,000 in Intermodal funding from the California Transportation Commission at its meeting of March 27, 1986. These funds would be used to equally reduce the additional City and County funding from $900,000 each to $419,500 each [$419,500 = ($1,800,000 - $961,000)/2]. Upon review by City staff, please docket the agreement for City Council approval no later than April 8, 1986. After Council approval we will schedule Board of Supervisors action on April 15, 1986.
