RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING COUNCIL POLICY CATEGORIZING COUNCIL REFERRALS
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the proposed Council Policy is intended to help clarify
Council's intent in making Council referrals, particularly the degree of staff
effort that the Councilmembers have in mind when adopting a motion to refer an
item to staff, and
WHEREAS, improving communication between Council and staff in terms
of Council's expectations regarding the Council referrals should allow staff
to be more responsive to Council's direction as well as to reduce the backlog
of Council referrals by improving the efficiency of the overall process.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista does hereby approve the Council Policy Categorizing Council
Referrals, attached hereto as Exhibit "A", and incorporated herein by
reference as if set forth in full,

BACKGROUND
In recent years there has been a significant increase in the number of referrals
that the Council makes to staff at City Council meetings. This increase has
resulted in a backlog of uncompleted Council referrals with corresponding delays
in the completion of many of the referrals.
Improved communication between Council and staff in the making of Council
referrals could help clarify the degree of effort that Councilmembers may have
in mind when adopting a motion to refer an item to staff. Better matching staff's
efforts with Council's intent should allow staff to be more responsive to
Council's direction as well help reduce the backlog of Council referrals through
more efficient processing of those referrals.
PURPOSE
The purpose of this policy is to improve communication between the City Council
and staff in terms of clarifying the Council's intent regarding the degree of
staff effort expected for specific Council referrals.
POLICY
The City Council adopts the following general categories of referrals to staff,
with the intent that Council will indicate the category of future Council
referrals at the time they are made by the Council:
a. Refer to staff FOR A REPORT. iThis would be a "complete report", usually
in the form of an Agenda Statement.)
b. Refer to staff FOR AN INFORMATION REPORT. (This would be a brief written
