SDTC has submitted a First Amendment to the FY 1985-86 service contract for
Route 32 service in the City of Chula Vista. This First Amendment
incorporates two cost changes to the original agreement: SDTC' s amended FY
1985-86 budget based on actual funding and operations costs; and the
annexation of the Montgomery area to the City of Chula Vista on January 1 ,
1986. The total cost for Route 32 service contained in the First Amendment is
$81 ,519, an increase of 107 percent from the original contract amount of
$39,265. Chula Vista's Article 4.0 TDA apportionment for FY 1985-86 increased
by approximately $156,800 because of Montgomery annexation, and operating cost
obligations increased by about $82,500.
RECOMMENDATION: That Council approve First Amendment to the FY 1985-86
agreement between the City of Chula Vista and San Diego Transit Corporation
for Route 32 service.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The First Amendment contract cost of $81 ,519 reflects Route 32 service in the
Montgomery area for a 6-month period in FY 1985-86, from January 1 through
June 30, 1986. This service modification to the original agreement between
the City and SDTC is an increase of service miles within the City of Chula
Vista for this fiscal year from 40,802 to 63,917, or 56 percent. Estimated
passengers per mile decreased from 3.24 to 2.69 or 20 percent, reflecting the
lower productivity of Route 32 in the Montgomery area. The SDTC net cost per
mile for this service in Chula Vista increased from 96¢ to $1 .27, or 32
percent, which reflects changes to cost and revenue factors reflected in the
amended SDTC budget.
FISCAL IMPACT: The SDTC claim against the City of Chula Vista's
apportionment for FY 1985-86 in the amount of $81 ,519 will leave a balance in
the City of Chula Vista account of $473,229. The addition of $473,229 to
prior year reserves will result in a total reserve in the City of Chula Vista
account of approximately $1 ,000,039.

FY 86 AGREEMENT
This amendment replaces Exhibit "A" which was included in
the original agreement as approved by Council action on June 25 ,
1985 .
As a result of the approval of San Diego Transit Corpo-
ration ' s amended budget by The Metropolitan Transit Development
Board , the multipliers appearing in Exhibit "A" are amended as
follows :
1 . Gross cost per mile $3 . 8459
2 . Revenue Credit per passenger $ . 6656
3 . Miscellaneous Income Credit per mile $ . 1063
4 . State Transit Assistance per passenger $ . 0133
5 . Federal Operating Subsidy per mile $ . 1202
6 . Federal Operating Subsidy per passenger $ . 2392
7 . Capital Subsidy per mile $ . 1268

Attached is a copy of the First Amendment to the FY 86
service contract between the City of Chula Vista and San Diego
Transit Corporation . As you know, the original contract was
based upon preliminary estimates of state and federal subsidy and
estimated cost of operation . This First Amendment reflects San
Diego Transit ' s amended budget based on actual funding and actual
cost of operation .
In addition , this Amendment reflects the annexation of the
community of Montgomery by Chula Vista and a consequent increase
in Route 32 service .
Significant changes from the original contract are as
follows :
o Increase in gross cost per mile from $3 .6188 to $3 . 8459
o Decrease in State Transit Assistance Fund from $ . 0218 to
$ .0133 per passenger
o Increase in federal subsidy per mile from $ . 0601 to
$ . 1202
o Increase in federal subsidy per passenger from $ . 1196 to
$ . 2392
o Increase in total FY 86 claim from $39 , 265 to $81 , 519 .
