Agenda Statement 1986/03/25 Item 7
COUNCIL AGENDA STATEMENT Item 7 Meeting Date 3/25/86 ITEM TITLE: Resolution /. '10--C- Y'-Sr Accepting bids, awarding contract for "Closed Circuit Television Inspection of Designated Sewer yid Mains in the City of Chula Vista, California Phase II" SUBMITTED BY: Director of Public Works/City Engineer REVIEWED BY: City Manager 6 (4/5ths Vote: Yes No X ) At 2 p.m. on March 12, 1986, in Conference Room 2 in the Public Services B ilding, the City Engineer received sealed bids for "Closed Circuit Television Inspection of Designated Sewer Mains in the City of Chula Vista, California, Phase II. " The project includes the cleaning and closed circuit television inspection of selected sewer mains within the City of Chula Vista. Additionally, a written report is required which evaluates the condition of the sewer mains inspected, identifies problem areas, and proposes alternatives to solving deficiencies . discovered during the investigation. The contract to be awarded will complete the intended scope of the project budgeted in the FY 85-86 Capital Improvement Program (CIP). The first phase of the project was awarded by Council on January 14, 1986, by Resolution No. 12330 and is now in progress. RECOMMENDATION: That Council accept bids and award contract to National Plant Services, Inc. , 1461 Harbor Avenue,Long Beach, California, in the amount of $33,600.00. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The purpose of this project is to determine the condition of certain sewer mains in areas where we have been experiencing stoppages. The project was budgeted with the intent of contracting with a company specialized in closed circuit television inspection of sanitary sewer mains. Based upon the information obtained from the closed circuit television inspection, a program will be developed to repair or reconstruct those mains found to be defective. This program will complement the Engineering staff sewer capacity study and together will provide an effective tool for managing the City' s sewerage system infrastructure. Bids were received from two contractors as follows: Contractor Bid Amount National Plant Services, Inc. $ 33,600.00 Sanitation and Operation Consultants, Inc. 33,784.00 11 I rD Page 2, Item 7 Meeting Date 3/25/86 The low bid by National Plant Services, Inc. was below the Engineer' s estimate of $38,048.00 by $4,448.00 or 11%. We have reviewed the low bid and believe it to be excellent and recommend awarding the contract to National Plant Services, Inc. It should be noted that the contract for Phase I was awarded to Sanitation and Operation Consultants, Inc. , the second low bidder for this phase of the project. The contract to be awarded to National Plant Services, Inc. will complete the intended scope of the project budgeted in the FY 85-86 CIP; that is, to inspect about 80,000 linear feet of sewer mains. Attached is a Contractor' s Disclosure Statement. FISCAL IMPACT: Funds are available to cover this contract in Account No. 600-6000-SI11 . The funds would be required as follows: a) Phase II Contract Amount $ 33,600.00 b) Engineering and Inspection Costs 902.48 TOTAL $ 34,502.48 c) Funds Available $ 34,502.48 SLH:nr/ WPC 1941E by the City !:,, .
