HomeMy WebLinkAboutAgenda Statement 1986/03/18 Item 7 COUNCIL AGENDA STATEMENT Item 7 Meeting Date 3/18/86 ITEM TITLE: Resolution 12407 Rejecting bid for "J' Street Median Reconstruction in the City of Chula Vista, California" SUBMITTED BY: Director of Public Works/City Engineer (ifi% REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) At 2 p.m. on February 26, 1986, in Conference Room 5 in the Public Services Building the City Engineer received sealed bids for "J' Street Median Reconstruction in the City of Chula Vista, California. " The project was included in the 1983-84 and 1984-85 budgets. The work included demolition, salvage, irrigation and planting, and concrete flat work in the existing median island between Broadway and 1-5 freeway. RECOMMENDATION: That Council reject bid. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Only one bid was received for construction of this project. The low bid was by L. R. Hubbard Construction Co. , Inc. , and was in the amount of $127,797. This was above the Engineer' s estimate of $74,500 by $53,297, or 71 .5%. Staff has reviewed the bid and believes the contractor' s price for demolition, irrigation and planting far exceeds what should be expected for the scope of work outlined on the plans. This is the second time the City has bid this particular project. The first time was in January of this year and we received no bids. This second time we only received one response. It is apparent that construction activity in the area is quite high and there is disinterest by qualified contractors in doing this type of project. We will be reevaluating the project and consider breaking it up into two separate projects. The first being for the demolition and concrete flatwork and the second for the landscaping and irrigation.
