ITEM TITLE: Resolution /4 , -LO Proposing a change in the boundary of Open
Space Lot No. 115 in Rancho Robinhood Subdivision and setting
the date of a public hearing for that change

On December 17, 1985, the Council accepted a report on the sale of open space
at the rear of a property along Surrey Drive. It included the recommendation
to direct staff to initiate relinquishment of the City's interest in a portion
of its open space easement in Rancho Robinhood Subdivision. The City Council
must first hold a public hearing to make changes within an Open Space District
in accordance with Chapter 17.08 of the City Code.
RECOMMENDATION: That the Council adopt the subject resolution setting the
date of March 25, 1986, for the public hearing.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
At its meeting on December 17, 1985, the Council accepted a staff report
regarding the sale of a portion of Open Space Lot 115 in Rancho Robinhood
Subdivision. The interested buyer is Dr. Stephen Taylor, owner of the
property at 315 Surrey Drive. His level pad area extends into the open space
and he would like to improve it for his private purposes.
Dr. Taylor was asked to find out if other owners were interested in similar
purchases. He has indicated that two of his neighbors are interested (311 and
319 Surrey Drive).
According to Section 17.08.390 of the City Code, before any changes may be
made to an open space district, the Council must first adopt a resolution
describing the changes to be made, stating the amount of increase or decrease
in the cost of the work by reason of the proposed change and setting a time
and place for a public hearing to consider the change. The proposed change is
shown on Exhibit "A" of the resolution. The change, if approved, will not
affect the cost of maintaining the open space, as the areas (approximately
10,000 square being deleted from the space maintained ,
the property o wners. The public hearing shoul d e scheduled for March 25
1986, at 7:00 p.m. in the Council Chambers.
