"Country Club Sewer/Lighting Improvements - Country Club Drive
to Hilltop Drive between 'K' Street and 'L' Street in the City

At 2:00 p.m. on February 12, 1986, in Conference Room 2 in the Public Services
Building, the Director of Public Works/City Engineer received sealed bids for
"Country Club Sewer/Lighting Improvements - Country Club Drive to Hilltop
Drive between 'K' Street and 'L' Street in the City of Chula Vista,
California" . The project was included in the 1984-85 and 1985-86 budgets. The
work includes excavation and grading, manholes, preservation of property,
asphalt concrete pavement, processed miscellaneous base, curb and gutter, 6"
PCC slabwork, 4" PCC slabwork, trench shoring, traffic control , installation of
8" sewer main, sewer laterals, 1-1/2" PVC conduit, electrical wiring, light
standards, pull boxes, and other miscellaneous work.
RECOMMENDATION: That Council :
1. Authorize the staff to execute a purchase order with Algert Engineering,
Inc. to provide construction staking for the project.
2. Accept bids and award contract to Petar Artukovich Construction Co. , Inc. ,
Whittier, California, in the amount of $378,159.25.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Bids were received from three contractors as follows:
1. Petar Artukovich Construction Co. , Whittier $378,159.25
2. Woodlard-Butterfield, Inc. - La Mesa $579,753.00
3. El Cajon Grading and Engineering Co. - El Cajon $600,909.00
The low bid by Petar Artukovich Construction Co. , Inc. was above the engineer's
estimate of $353,639 by $24,520.25 or 6.9 percent. We have reviewed the bid
and believe it to be satisfactory and recommend awarding the contract to Petar
Artukovich Construction Co. , Inc.

This project does not include the work of connecting the individual homes to
the sewer laterals. That work will be done by separate contract. We expect to
bid that project within the next month and construction will take place this
summer. Connecting the homes to the new sewers is expected to cost about
$250,000.
Currently, the City's survey party has a considerable amount of survey work to
perform. Much of this work includes obtaining survey notes for the design of
budgeted projects for this fiscal year. Construction staking for this project
will take time which could be better utilized for obtaining notes for design.
We have asked the firm of Algert Engineering, Inc. to review the plans for the
construction of the sewer and lighting facilities in the Country Club area and
provide us with a proposal to perform the construction staking. They have
estimated the cost to be approximately $5,000. Attached as Exhibit A is their
proposal . We recommend the firm of Algert Engineeirng to perform the
construction staking since this firm obtained all of the survey notes for the
design of the project and is quite familiar with the scope of the job. It is
recommended that an expenditure of $6,000 be approved for consultant surveying.
This amount should allow for unforseen extra work that may be necessary.
