East "H" Street will be extended to connect Otay Lakes Road and the EastLake
development in the near future. Bicycle lanes are proposed on East "H" Street
to interconnect the regional bicycle lanes on Otay Lakes Road to those
proposed within the EastLake planned development.
To accomplish this, a 1200 linear feet existing section of East "H" Street
travelway needs to be widened to accommodate the bicycle lanes. The best
solution to this problem is to narrow the 18 foot wide median to 14 feet.
(This is the typical median island curb-to-curb width elsewhere along East "H"
Street.)
The proposed project is eligible for funding from the 2% non-motorized
Transportation Development Act (TDA) monies. The allocation of these funds is
processed by the Bicycle Facilities Committee operating under SANDAG
predetermined criteria. Prior to submission of Chula Vista' s project
application, a City Council resolution approving the claim is required.
RECOMMENDATION: That council approve the resolution authorizing the claim
for $110,000 from the 2% non-motorized Transportation Development Act Funds
for FY 1986-87.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Each year, agencies in the San Diego region are given the opportunity to apply
for 2% non-motorized Transportation Development Act (TDA) funds. The process
used for distribution/allocation of these funds involves two recommending
bodies and two decision-making bodies. The recommending bodies are the City
staff and the SANDAG Bicycle Facilities Committee (composed of staff members
from areawide cities and the County of San Diego). The decision-making bodies
are the City Council of Chula Vista and the SANDAG Board of Directors.
The first step in the process is for City staff to formulate a project or
projects eligible for funding. This year, staff considers it appropriate to
apply for funding for the installation of bicycle lanes along East "H" Street

from Bonita Vista High School to Tiffany Elementary School . This would
require the modification of 1200 linear feet of existing median island. The
median needs to be narrowed from 18 feet wide to 14 feet at an estimated cost
of about $110,000.
The installation of bicycle lanes on this section of East "H" Street is
considered important because the lanes will connect existing bicycle
facilities along Otay Lakes Road to those proposed within the EastLake Planned
Development. This system would be of regional and local importance as it is
expected that both types of riders will utilize the facilities. Projects
similar to our proposed plan have been approved by SANDAG in other cities
because it is considered more feasible to narrow a median to provide bicycle
lanes than it would be to acquire the extra rights-of-way. Finally, the
median along this portion of East "H" Street is 4 feet wider than elsewhere
along East "H" Street; by narrowing it, we would achieve both symmetry and
wider travelways to safely accommodate the proposed bicycle lanes.
For our application to be considered official , the application must be
accompanied by a Council resolution approving the claim (second step in the
process).
After an initial eligibility determination has been made, the projects are
ranked by the Bicycle Facilities Committee according to predetermined
criteria. Depending on the project' s ranking, it may be recommended for full
or partial funding by the Committee (third step in the process) .
The final step in the process is for actual allocation of the 2% TDA funds to
the individual projects by the SANDAG Board of Directors. This year,
approximately $850,000 will be available for allocation to the region.
FISCAL IMPACT: The cost to install bicycle lanes along East "H" Street from
Bonita Vista High School to Tiffany Elementary School (a distance of 1200
linear feet) is estimated to cost about $110,000. Funds for this project can
be requested from the FY 86-87 2% non-motorized Transportation Development Act
Fund.
