(4/5ths Vote: Yes No X ) REVIEWED BY: City Manager j'1 \a`' 1 This is the recommended implementation to facilitate the preparation of a Specific Plan, in conjunction with the Montgomery Planning Committee, for the newly annexed area. Mr. Hefter will help prepare the plan under the general direction of the Planning Director and Principal Planner of the Advance Planning Division. RECOMMENDATION: That Council approve the contract authorizing the Mayor to sign on behalf of the City Council . BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The City Council authorized the formulation of new land use and zoning Septembers 24, 1985 Montgomery(C(City Counc l Area Position the P Paper Resolution 12177 on Sept e the Proposed Montgomery Annexation). With the adoption of the Montgomery budget on November 26, 1985, a contract Senior Planner was added for a period not to exceed one year to coordinate the Advance Planning Division's effort to develop a Specific Plan for the annexed area and assist with the transition from County zoning to City zoning in the area. It was expected that the position would be carried over for six months into the FY 86-87 budget. Mr. Hefter is currently a Senior Planner with the County of San Diego Planning Department. He is ideally suited for the position in that he is familiar with the Montgomery Area, has extensive experience working with community planning groups, has a working knowledge of the County Zoning Ordinance and is a resident of Chula Vista. Mr. Heiter has an A.B. degree from San DDi go State ate University with an emphasis in Public Administration, o Sociology. Mr. Heiter has been a Senior Planner with the County since 1970.
