" RECOMMENDATION: That Council adopt resolution awarding contract to Alcem Fence Company. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In November 1985, the Parks and Recreation Department requested the Purchasing Agent to secure "informal" bids for the "removal of existing fences at Rienstra Sports Complex 1 , 2, and 3, and to furnish and install new fence material as per specifications." The replacement of these fences is part of the CIP Project (614-6140-PR07) for Rienstra Field Phase II. Specifications for this project are being prepared by the City's Landscape Architect. These plans will not be completed prior to the upcoming baseball season. In March 1985, the City awarded a contract for $8,500 to replace the fences at the Pony League Field adjacent to the aforementioned fields. Staff, through input from baseball field users, has determined that the fencing condition of these fields requires immediate attention and should be replaced prior to the start of the 1986 baseball season. Three fencing companies were invited to attend a walk-through to review the project and ask questions about the specifications prepared (Attachment A). The two companies who attended the walk-through inspection were Alcem Fence and South Bay Fence Company. On November 26, sealed bids were submitted to the Purchasing Agent. The bids were as follows: 1. Alcem Fence $17,000 2. South Bay Fence 23,230 3. Viking Fence No Bid Page 2, Item 11 Meeting Date 2/4/86 The low bid by Alcem was considered to be a competitive bid, but exceeded the Purchasing Agent's authority (Ord. 2.56.070) to issue a purchase requisition by $1 ,001 . Section 1009, Contract on Public Works, authorizes Council to let contracts without advertising for bids if the project is less than $25,000, after the City Manager or his designated agent has secured competitive prices from interested contractors. FINANCIAL STATEMENT: Funds Available from the Following Account: A. Rienstra Park Phase I $70,142 Total Funds Available $70,142 Funds Required for Contract: A. Contract Amount $17,000 B. Contingency (5%) 850 Total Funds for Project $17,850 FISCAL IMPACT: Routine City maintenance in the future years.
