The Final Map for CVT 86-1 , EastLake I Unit 2 has been reviewed by the
Engineering Department and found to be in conformity with the Tentative Map
approved by the City Council on October 15, 1985, by Resolution No. 12197.
On December 17, 1985, by Resolution No. 12303, the City Council approved a
final map for CVT 84-9, EastLake I Unit 2. Recordation of said map was the
legal instrument that enabled EastLake Development Company to sell the land
embraced within that map. Barratt Northern California, Inc. , in turn, bought
the land and is requesting approval of this map which includes 25 lots (232
condominium units). Approval of the map will also include acceptance of
drainage and sewer easements shown on the map.
The improvement plans for Unit 2 have not yet been completed. However, a
supplemental agreement providing for the timely completion of these plans was
executed following the adoption of Resolution 12303 on December 17, 1985.
This procedure of approving the final map prior to approval of improvement
plans was used for approval of the Final Maps for Units 1 , 2, 4, 5, 6 and 7 of
EastLake I. It is also employed in the City of Irvine and other Southern
California agencies without causing problems. Bonds (100% of the total cost
of public improvements and a 50% contingency) guaranteeing this work were
submitted by Barratt Northern California, Inc. in December 1985. The
agreement provided that EastLake Development Company would pay its fair share
of:
1 . Off-site road facilities.
2. Fire Station.
3. Community Park.
All necessary documents have been submitted. The construction of improvements
for Unit 2 will not begin until the appropriate improvement plans are approved.
RECOMMENDATION: That Council adopt the resolution listed in the item title
of this report.

DISCUSSION:
The improvement bonds (100% of total cost of public improvements and a 50%
contingency) were submitted prior to the approval of the first map on
December 17, 1985, but the improvement plans have not been finally approved by
the City Engineer. Final approval of the improvement plans (for streets,
sewers and lighting) will take another 3 to 5 weeks. The plans have been
reviewed twice by City staff.
The Final Map for Unit 2 (which is the legal document creating the lots and
dedicating all of the easements within the subdivision) is satisfactory to
staff and is recommended for Council approval . All the conditions of approval
placed upon the Tentative Map have been met except for final approval of the
improvement plans as discussed above. Except for model homes, no building
permits will be released until improvement plans are approved. Because of the
conditions included in the supplemental agreement, I believe that approving
the Final Map prior to final approval of the improvements plans is reasonable.
A plat is available for Council viewing.
