ITEM TITLE: Resolution 42-a-5:3 Accepting bids, appropriating funds, and
awarding contract for "Replacement of Existing City Park
Security Lighting in the City of Chula Vista, California"

At 2:00 p.m. on January 15, 1986, in Conference Rooms 2 and 3 in the Public
Services Building, the City Engineer received sealed bids for "Replacement of
Existing City Park Security Lighting in the City of Chula Vista, California."
The project was included in the 1985-86 budget. The project consists of the
removal of existing poles and installation of new security lighting at nine
parks located throughout the City.
RECOMMENDATION: That Council :
1. Appropriate an additional $16,944.03 from the unappropriated balance of
the General Fund. The General Fund is to be reimbursed when monies are
available in the Park Acquisition and Development Fund.
2. Authorize expenditure of $83,130.
3. Accept bids and award contract to Aztec Electric, Spring Valley, in the
amount of $79,175.00.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Bids were received from four contractors as follows:

3. Select Electric, Inc. - San Diego 84,560.00
4. D&H Perry, Inc. DBA Perry Electric - Spring Valley 119,000.00
The low bid by Aztec Electric is above the electrical consultant's estimate of
$68,300 by $10,875 or 15.9%. We have reviewed the bid and find the low bid
acceptable. The difference between the low bid and the consultant' s estimate
is not unreasonable for a project of this type and size. Validity of the low
bid is further strengthened by the next two higher bidders being within $5,300
of the low bid.

The nine parks in the bid document for replacement of the security lighting
are listed below:

3. Greg Rogers Park
4. Otay Park
5. Hilltop Park
6. Halecrest Park
7. SDG&E Park
8. Palomar Park
9. Los Ninos Park
As an alternative to awarding the contract for the full amount and requiring
the appropriation of additional funds, we discussed with the Contractor the
possibility of reducing the scope of the work. The Contractor has agreed to
the elimination of Palomar and Los Ninos Parks from his bid. This change
reduces the contract by $16,250.00 from $79,175.00 to $62,925.00. This would
allow the City to award the contract within the funds available, $66,187.97.
However, because of the security nature of this project, staff believes all of
the parks should be included in the project and recommends that the additional
funds be appropriated.
Attached is a copy of the Contractor' s Disclosure Statement.

It is proposed that funds appropriated from the General Fund will be
reimbursed with monies from the Park Acquisition and Development Fund when
they become available.
FISCAL IMPACT: Routine City maintenance and energy cost.

I HEREBY CERTIFY that the indebtedness and obligation
to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
