ITEM TITLE: Resolution /�,_3? Approving Wetlands Research Associates,
Inc. as the Consultant to Prepare the Enhancement Plans and
Authorizing the Contract

On October 17, 1985, authorization was given by the City Council to solicit
proposals from qualified consultants for Enhancement Plans for selected
bayfront upland and wetlands sites. Seven proposals were received from
enhancement planning consultants. The firm of Wetlands Research Associates,
Inc. was ranked the highest. On January 7, 1986 the City Council directed the
selection of Wetlands Research Associates, Inc. as the enhancement planning
consultant. In addition, staff was directed to prepare a consulting contract.
RECOMMENDATION: Adopt resolution approving Wetlands Research Associates,
Inc. as the consultant to prepare enhancement plans and authorizing the
contract.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The Coastal Conservancy' s Executive Officer has concurred with the selection
of Wetlands Research Associates, Inc. as the enhancement planning consultant.
The Conservancy is no longer asking the City to sign an agreement indemnifying
and holding harmless the Conservancy for the consultant selection process.
With the above details resolved, it is now appropriate for the City Council to
adopt a resolution approving Wetlands Research Associates, Inc. as the
consultant to prepare the enhancement plans and to authorize the Mayor to
execute the subject contract.
The contract includes the requirement (Section 4.c.) that all subcontracts be
approved by the City. Note, that the final subconsultant selection has not
yet been made. City approval of all agency contacts made by the consultant is
also required. Report of conversation forms detailing consultant contacts
made regarding the enhancement planning project will allow the City to remain
up to date on the bayfront planning activities and potential problems.
FISCAL IMPACT: The Coastal Conservancy and the City are jointly funding the
Enhancement Plans and the Biological Study Design. Each entity has allocated
$50,000 for consulting services. The City' s portion of the funds were
provided from the Redevelopment Agency by Resolution No. 651 . These funds are
available in Account Numbers 990-9907-5516 and 995-9950-BF36.
