REVIEWED BY: City Manage (4/5ths Vote: Yes No x ) The intersection of Sweetwater Road/Willow Street lies partly within the City and partly within the County. The intersection has been studied by both agencies and it has been determined that a traffic signal shall be installed. This agreement sets out the terms for design, construction, funding and maintenance of the traffic signal . RECOMMENDATION: That Council adopt resolution approving the agreement with the County of San Diego and authorize the Mayor to execute the agreement. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Sweetwater Road/Willow Street is partly within the unincorporated area of the County and partly within the City of Chula Vista. Two-thirds of the approaches are under the jurisdiction of the County and one-third of the approaches are under the jurisdiction of the City. This intersection has been experiencing an increasing number of accidents over the years that would be susceptible to correction by signalization. Both the City and County have studied the need for signalization and have determined that a traffic signal should be installed. This project was considered and approved by the City in the 1983-84 Capital Improvement Program. The cost of the project and annual maintenance will be shared one-third by the City and two-thirds by the County. Currently, $30,000 is available in the Capital Improvement Fund (Project TS12) to cover the City's share. Pursuant to the agreement, the County will act as lead agency and be responsible for the design, construction and maintenance of the project. It is anticipated that the County will begin design this spring and construct the signal this summer. FISCAL IMPACT: The City' s share of the project is estimated at $23,000. Funds are available ($30,000) in the Capital Improvement Fund (Project TS12). Annual energy and maintenance cost to the City is estimated at $1 ,500 per year and would be included in the department' s annual operating budget. This is a request to approve ai agreement with the City of Chula Vista for the construction of a traffic signal and safety lighting system at the intersection of Sweetwater Road and Willow Street. The intersection lies under the jurisdiction of both the City and the County. The agreement provides for the City to contribute one-third and for the County to contribute two-thirds of the traffic signal costs. The County's portion of the cost is estimated at $45,333. Both the City and County have studied the need for signalization at this intersection and determined that a traffic signal should be installed. The intersection of Sweetwater Road and Willow Street meets the County's prescribed traffic volume warrants for traffic signals and is listed on the Board-approved traffic signal priority list. Upon approval and execution of the agreement by your Board, the County will design the project and advertise, award and administer the construction contract. The City will reimburse the County for one-third of the total project costs. Based on the current estimate of $68,000 for the entire project, the City's contribution would be $22,644. The City will accept responsibility for the operation, maintenance and repair of the traffic signal system under the terms of the existing City/County Master Agreement for Traffic Signal Maintenance.
