CalTrans is currently revising the identity signs along I-5 and the Route 54 freeway interchange and can incorporate new street names for the Bayfront at this time. City regulations for the designation of new street names or changes in existing street names require recommendation by the Planning Commission and adoption by the City Council . The proposed street names for the Bayfront have been presented to the Planning Commission and Redevelopment Agency and are now being presented to the City Council for review and adoption. RECOMMENDATION: That the City Council adopt resolution approving the proposed street name changes for the Bayfront Redevelopment Project Area as follows: Existing New "E" Street west of I-5* Marina Parkway "J" Street west of I-5* Marina Parkway Tidelands Avenue south of "E" Street* Marina Parkway "F" Street west of I-5 Lagoon Drive Gunpowder Point access road Gunpowder Point Way "J" Street west of Tidelands Avenue Marina Way *The first three street sections will connect as a "loop" street. The map attached to this agenda statement as Exhibit A illustrates the proposed street name changes. BOARDS/COMMISSIONS RECOMMENDATION: The Redevelopment Agency, at their meeting of September 19, 1985, approved the proposed street names for the Bayfront Area with the exception that "F" Street was proposed to be named Lagoon Drive. b e City Council of Chula Vista, California Dated / Page 2, Item 11 Meeting Date 1/21/86 The Planning Commission, at their meeting of January 8, 1986, held a public hearing to consider the street name changes proposed by the Redevelopment Agency. At this meeting, it was proposed and voted unanimously that the names of these streets be accepted as submitted with the exception that "F" Street be change to Laguna Drive instead of Lagoon Drive. The proposed street names, as approved by the Redevelopment Agency, were also submitted and approved by the Unified Port District and submitted to CalTrans in order to advise them of street names that the City was considering. DISCUSSION: For some time the Redevelopment Agency has contemplated renaming the major streets within the Bayfront Project Area to better reflect its emerging image under the City' s redevelopment plans for the area. Since CalTrans is currently in the process of revising its freeway signs along Interstate 5, including the interchange with Route 54, substantial sums can be saved if the new names are established now and incorporated into the CalTrans resigning program. A variety of names reflecting various themes were submitted to the Redevelopment Agency, major property owners in the Bayfront, and the Chula Vista Chamber of Commerce. The final Agency selections were submitted and approved by the Port District on December 10, 1985. City designation of new street names require a recommendation by the Planning Commission and final adoption by the City Council . The Planning Commission held a public hearing to consider the new street names on January 8, 1986. At that meeting, it was proposed that the new name for "F" Street be Laguna Drive instead of Lagoon Drive since the former name had more positive connotations. Staff further researched the name "Laguna Drive" and found that there is a street in Chula Vista named Laguna Street. The Fire and Police Departments both discourage the naming of new streets similar to those already in exi stence. The recommendation of staff is that the street names presented above be approved as the new street names for the Bayfront Redevelopment Project Area, and that staff be directed to officially notify CalTrans of the name changes for incorporation into their resigning program. FISCAL IMPACT: In order to incorporate the new street names into the CalTrans resigning program, the City has been recently advised by CalTrans that the cost will be approximately $115,000. Funds for this program are to be encumbered in the 1986-87 City budget. WPC 2046H
