(Transportation Development Act) fund balances

In the past years, we have requested and obtained Transportation Development
Act (TDA) funds from SANDAG to build bicycle facilities in the City.
We have recently completed two projects at a cost savings and we need to
refund fund balances to SANDAG so that the monies can be allocated to other
projects in the Region.
RECOMMENDATION: That Council adopt resolution approving the refund of
bicycle facilities (TDA) fund balances as follows:
a. Claim 108 $9,062.32
b. Claim 139 250.77
TOTAL $9,313.09

DISCUSSION:
In FY 1975-76, we obtained $20,475 (Claim 108) for the installation of bicycle
lanes on Telegraph Canyon Road from Hilltop Drive to Otay Lakes Road from the
SANDAG Bicycle Facilities Committee. This project was completed about eight
years ago, but the fund balance ($12,827 plus interest earned) was never

We requested permission from SANDAG (Council Resolution No. 11219) to utilize
this fund balance to spot widen Otay Lakes Road and to install bicycles lanes
from Bonita Road to East "H" Street. This fund transfer was approved by
SANDAG in May 1984. We completed the project and we still have a fund balance
of $9,062.32 which needs to be returned to SANDAG.
The other project we completed and having a fund balance of $250.77 was the
preparation of the City's Bicycle Route Facilities Report approved in June
1980 by SANDAG (Claim 139). The report was approved by Council in September
1983, but the fund balance was never returned to SANDA .

We, therefore, recommend that Council approve the refund of $9,313.09
($9,062.32 Claim 198 and $250.77 from Claim 139) for reallocation to other
projects in the Region. It should be noted that $5,000 of the refund amount
will be used by SANDAG to fund the San Diego Bay Bikeway Route signing
proposed by the Bicycle Facility Committee in October 1985. This signing
project is intended to make the Route more attractive and will be
onalstalled
along the route which traverses the cities of San Diego,
Imperial Beach, Coronado, and Chula Vista. The sign was approved for use
within our City by the Redevelopment Agency in October 17, 1985.
The return of fund balances to SANDAG is now mandatory and it is intended to
provide all agencies the opportunity to construct more bicycle facility
projects. The TDA fund will be monitored more closely by the auditors and by
the SANDAG Bicycle Facilities Committee (BFC) . Any funds which lie idle for a
period of two years will be returned by the local agency to SANDAG and
reallocated by the BFC to other projects in the region. The reallocation of
returned funds (both those found to be idle and those from fund balances after
the project has been completed) will occur in conjunction with the BFC' s

contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
