On November 26, 1985, the City Council received a report on satellite dishes.
The report dealt with recommendations as to how to handle non-conforming
dishes and enforcement difficulties, in part, due to the lack of a building
permit requirement. This is a follow-up to that consideration.
RECOMMENDATION: Adopt the ordinance and place it on its first reading.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Council requested a five-year amortization for all non-conforming satellite
antennae. This was thought to be a reasonable time period as the antennae are
not considered permanent structures and many could likely be relocated as
opposed to being completely removed at that time. Further, to ease
enforcement as well as to simplify administration of the ordinance standards,
a building permit requirement for all antennae has been added to the
ordinance. Currently, roof-top installations only in non-residential zones
require a building permit. Finally, the standard as to dish screening is
being recommended to change from a specified percentage to a requirement for
fencing and additional screening treatment as per the Zoning Administrator.
This will facilitate administration of the ordinance. Guidelines to cover
various situations will be formulated.
FISCAL IMPACT: Potential relocation/removal costs would vary based on the
original installation circumstances. The initial investment cost for the
antennae will have been amortized.
