HomeMy WebLinkAboutAgenda Statement 1986/01/14 Item 9 COUNCIL AGENDA STATEMENT Item 9 Meeting Date 1/14/86 ITEM TITLE: Resolution /2 3 : Approving appointees to serve on the Chula Vista Bayfront Conservancy Trust SUBMITTED BY: Community Development Director REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) The Chula Vista Bayfront Conservancy Trust (BCT) is now being formed by the City of Chula Vista. Two seats on the Board of Directors have been designated for representatives to be appointed by the City Council . One of the seats is for a citizen-at-large appointee and the other seat is for a representative of a regionally recognized environmental organization. RECOMMENDATION: Accept report and appoint two members to the Trust in accordance with the approved Specific Plan. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The Bayfront Conservancy Trust will be a nonprofit corporation with a mandate to implement the habitat preservation and enhancement objectives detailed in the Bayfront Land Use Plan. The Bayfront Conservancy Trust will also coordinate mitigation measures required in connection with already approved projects. Land dedications, other than those made to California Department of Fish and Game, will be received and held by the Trust. The Board of Directors of the Bayfront Conservancy Trust will provide guidance for the selection of educational programs. The goal of these educational programs is to increase public knowledge of and support for natural resource conservation. Biological monitoring of changes occurring in the bayfront will be overseen by the Trust. The Bayfront Conservancy Trust Board of Directors should be assembled as soon as possible so that guidance on appropriate educational displays for the interior of the Nature/Interpretive Center is available. The Internal Revenue Forms for non-profit status have been completed and a filing for non-profit corporate status has been made with the Secretary of State. The Mayor of Chula Vista or his designee will serve as the Chairman of the Board of Directors. Two other seats on the board have been designated for appointees of the Chula Vista City Council . The qualifications of the two appointees were outlined in the Bayfront Specific Plan as follows: a citizen-at-large and a representative of a regionally recognized environmental organization whose aim is the protection and conservation of natural resources. Ly . —,_;9 of C;a. ,. vi..,,,:, ;a rnia • Dated r6 Page 2, Item 9 Meeting Date 1/14/86 Staff recommends the selection of these two members from the Nature Center Citizens' Advisory Committee based on their contributions regarding the selection of the Nature/Interpretive Center design and subsequent details. Letters have been drafted to the other agencies that will be represented on the Bayfront Conservancy Trust asking that appointments be made. It is anticipated that the Trust will soon be able to meet on at least an informed basis until corporate status is achieved. FISCAL IMPACT: This action would have no fiscal impact. WPC 2030H / 2 3
