As indicated in the City Manager's transmittal letter for the supplemental budget, these funds were budgeted to hire a temporary contract employee to assist with the additional Public Information workload resulting from the annexation transition. The recruitment and selection process for the position has been completed, a tentative agreement has been negotiated with the top-ranked applicant, and the resulting contract is hereby submitted for Council approval . RECOMMfENDATION: That Council adopt the resolution approving the agreement. BOARD/COMMISSION RECOMMENDATION: Not Applicable. DISCUSSION Approximately 50 applicants responded to the advertisement for the Public Relations Assistant contract position, and they were evaluated in terms of experience in graphic production, writing, photography, local government and other related areas. The top six candidates were interviewed by a panel consisting of the Director of Management Services, Public Information Coordinator and Principal Personnel Analyst. In addition, the six applicants were required to complete a timed written exercise and a timed proofreading exercise. After reviewing all of the above factors and rank ordering the applicants, staff negotiated the attached contract with the top-ranked candidate. The proposed contract with Randi Budlong-Campbell provides for full-time contract employee services through June 1986 at a rate of $10.50 per hour, without any fringe benefits, for a total contract not to exceed $10,000. Ms. Budlong-Campbell has 5 1/2 years experience in public relations work for the U.S. Navy, including such responsibilities as coordination with news media and editing/designing newsletters. Her education and training include a Masters degree in humanities and numerous courses in journalism, graphic design/layout, and photography. This temporary, contract position was created to address elements of the Public Information Division work program impacted by the recent annexation. Examples of the tasks the contract employee will he undertaking include assistance in research, writing Item No. 8 Date 1-14-86 and production of a Guide to City Services that will be mailed to residents in the newly annexed area and made available to all Chula Vista residents; assistance in research, writing and production of the upcoming two issues of the Chula Vista Quarterly, the City's newsletter; developing and maintaining a record of the annexation process and implementation; and assisting the Public information Coordinator with other projects such as the production of the City's data hook, video programs and similar. projects. Most of the work planned for the temporary position will be related to the annexation transition, but the position will also be used to relieve the Public Information Coordinator of some of his regular workload. This backup will allow the Coordinator to catch up on several other Public Information projects that have been delayed because of his involvement in annexation-related activities such as the January 4 celebration at the Lauderbach Community Center. FISCAL IMPACT Funds required to meet the conditions of this agreement are included in the FY 1985-86 Public Information budget. In the regular City budget for FY 85-86, $2,730 was budgeted for a paid internship position. The equivalent of a one semester internship was expended during the first half of FY 85-86, leaving approximately $1 ,300 remaining in this account. Staff intends to use $1 ,000 from this account along with the $9,000 approved as part of the supplemental budget for the newly annexed area to bring the total "not to exceed" amount for the proposed contract to $10,000. all3asst Dated %- - �6
