At 2:00 p.m. on December 18, 1985, in Conference Rooms 2 & 3 in the Public
Services Building, the City Engineer received sealed bids for "Closed Circuit
Television Inspection of Designated Sewer Mains in the City of Chula Vista,
California."
The project includes the cleaning and closed circuit television inspection of
selected sewer mains within the City of Chula Vista. Additionally, a written
report is required which evaluates the condition of the sewer mains inspected,
identifies problem areas, and proposes alternatives to solving deficiencies
discovered during the investigation. The contract to be awarded will
accomplish half of the intended scope of the project budgeted in the FY 85-86
CIP.
RECOMMENDATION: That Council
1 . Accept bids and award contract to "Sanitation and Operation Consultants,
Inc. , EastLake Village, CA in the amount of $36,802.80.
2. Authorize staff to advertise for bids for the second phase of the project.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The purpose of this project is to determine the condition of certain sewer
mains in areas where we have been experiencing stoppages. The project was
budgeted with the intent of contracting with a company specialized in closed
circuit television inspection of sanitary sewer mains. Based upon the
information obtained from the closed circuit television inspection, a program
will be developed to repair or reconstruct those mains found to be defective.
This program will complement the Engineering staff sewer capacity study and
together will provide an effective tool for managing the City' s sewerage
system infrastructure.

Bids were received from two contractors as follows:

National Plant Services 36,904.00
The low bid by Sanitation and Operation Consultants, Inc. was below the
Engineer's estimate of $69,420.30 by $32,617.50 or 47%. We have reviewed the
low bid and believe it to be excellent and recommend awarding the contract to
Sanitation and Operation Consultants, Inc.
Originally, we proposed to inspect about 80,000 linear feet of sewer mains at
an estimated cost of about $78,000. However, when we prepared the draft bid
contract package and called prospective bidders, we were quoted prices which
essentially reduced in half the original scope of the project. Thus, we
decided to bid a contract for the inspection of 39,880 linear feet of sewer
mains instead of the total length we originally desired to inspect.
Because we have received excellent bids, it appears that we may be able to
complete the inspection of all the sewer mains included in the original scope
of the project as budgeted. We, therefore, are recommending that Council
authorize staff to advertise for bids on the remainder or second half of the
project (see Table 1 for sewer main locations) . This will allow contractors
the opportunity to bid on the project and hopefully would result in similar or
better proposals. Sanitation and Operation Consultants, Inc. and National
Plant Services, of course, will be encouraged to submit bids for the second
contract.
Attached is a Contractor' s Disclosure Statement.
FISCAL IMPACT: Funds are available to cover this project in Account No.
600-6000-SIll . The funds would be required as follows:
a) Contract Amount $36,802.80
b) Engineering and Inspection Costs 2,197.20
Subtotal $39,000.00
c) Funds Reserved for Second Phase 38,982.35
Total Funds for Project $77,982.35
