McMillin Development Inc. , developer of Bonita Long Canyon Estates, in behalf
of the owner, Bonita Long Canyon Partnership, has petitioned for the formation
of an open space maintenance district in accordance with the conditions of
approval (3, 10 and 36) contained in Resolution 10470 approving the Tentative
Subdivision Map of Chula Vista Tract No. 81-4, Bonita Long Canyon Estates,
Unit 1 .
On December 17, 1985, City Council set January 14, 1986, as the date for a
public hearing on the proposed formation of Open Space Maintenance District
No. 14.
RECOMMENDATION: That Council :
1 . Conduct the public hearing.
2. Adopt a resolution forming Open Space Maintenance District No. 14 for
Bonita Long Canyon Estates.
BOARDS/COMMISSIONS RECOMMENDATION: The Planning Commission adopted a motion
at its meeting on January 8, 1986, recommending approval of the proposed Open
Space Maintenance District No. 14.
DISCUSSION:
Under several conditions of approval of the Tentative Map for Bonita Long
Canyon Estates, the developer was required to petition for the formation of an
open space maintenance district. Those conditions have been satisfied.
The boundary for proposed Open Space Maintenance District No. 14 is the same
as that for Bonita Long Canyon Estates, Units 1 through 7 as shown on Map No.
11205 (Unit 1 ) and the recently approved Tentative Subdivision Map showing
Units 2 through 7. Attachment "A" shows the proposed boundary. The owner

will install the necessary landscaping and irrigation at no expense to the
City. The landscaping will be complete and established by the petitioner
prior to acceptance by the City on behalf of the proposed open space
maintenance district. There will be 862 benefiting properties on the
assessment rolls within the proposed district. At the present time, there are
199 benefiting properties (199 EDU) on the assessment rolls within the
proposed district in Unit 1 . The estimated annual maintenance cost to be
assessed each new EDU in Unit 1 is approximately $85. Attachment "B"
indicates the allocation of costs for each lot in Unit 1 as shown on Map
11205. Total annual maintenance costs in connection with Unit 1 are estimated
at $16,950 per year (see Attachment "C").
By Resolution No. 11993 City Council accepted title to Lots 200, 201 and 202
for open space in Unit 1 . These lots (25.3 acres) are all included within the
District. Also included is approximately 1300 lineal feet of median
landscaping along East "H" Street adjacent to the subdivision. The total
dedicated open space area for all seven units will b 277.5 acres when all
final maps are approved. The proposed park site within Unit 3 (11 .0 acres)
will not be included in the open space maintenance district. It will be
maintained by our Parks and Recreation Department.
Bonita Long Canyon Partnership is the present owner of all the assessed
properties except those owned by the City. The responsibility for paying the
open space maintenance assessment will be conveyed with each of the benefiting
properties as those properties are sold. Assessments to property owners are
proposed to be adjusted with the addition of each new unit in accordance with
the benefits received. A map showing the proposed district, the open space
areas and the benefiting properties is attached.
The Landscape Architect and the Parks and Recreation Department have reviewed
and approved the plans for landscaping work in Unit 1 .
