Pestana Pipeline, Inc. was awarded the contract for construction of drainage
improvements for the "F" Street basin near Woodlawn Avenue by Resolution No.
12189 dated November 1 , 1985. They have requested delay in the construction
start date until April 1 , 1986.
RECOMMENDATION: That Council approve resolution delaying the construction
start date no later than April 1 , 1986.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The contract for construction of the "F" Street drainage basin improvements
was executed by the City on October 17, 1985. The contract start date was
November 4, 1985. The specifications allowed 75 working days to complete the
project which makes the contract completion date February 25, 1986.
Unfortunately, material delivery, permit requirements, per specifications
initially delayed the start of construction. The contractor scheduled his
construction start for November 12, 1985. Heavy rains of November 10, 11 , and
12 made it impossible to do work in the drainage basin. Pestana Pipeline,
Inc. during the week of November 18, 1985, made two unsuccessful attempts to
begin work on the channel north of "G" Street and bogged his equipment in each
instance. Subsequent rains on November 24, 25, and 29, 1985 and again on
December 2, 10, and 11 , 1985 continue to make work impossible. To date, the
contractor has earned 23 working days delay due to inclement weather.
Recent newspaper articles and weather forecasts indicate above normal rainfall
for this season. To date, the City has in excess of 5 inches of rain above
normal .
Because of the required procedure to construct the storm drain project,
portions of the channel must be cleaned out, backfilled and then retrenched to
provide for the placement of the cast-in-place concrete pipe. Should rain
occur during this time substantial flooding would result, causing heavy damage
to adjacent properties.
Since we are now in the rainy season, delay of construction to a time no later
than April 1 , 1986, is appropriate. Contract time will change to require
completion of the project within 70 working days of the actual construction
start date.
FISCAL IMPACT: None.

Dear Mr. Lippitt:
We were very pleased to be awarded the contract for the "F"
Street Basin Drainage Improvements. Before submitting our bid
on September 4th, we did inspect the site for the proposed
work, and carefully studied the soil report from Benton
Engineering included in the bid package.
At the time we inspected the site, late in August, the soil
was as described in Benton Engineering' s report, generally
very stable.
The bid we submitted was for 48" cast in place concrete pipe.
It is the logical, most practical and economical alternative,
representing a saving to the city and tax payers of over $14 ,000.
We were expecting to have most of the CIPCP , and channel work
done before the start of the normal rainy season. We have made
several attempts to start the job, but the unusual amount of
early rain this year, over 5" in November, has made it impossible
for us to make any progress so far.
The existing drainage ditch is not capable , as it is , to carry
the run off flow of severe storms similiar to the ones we have
experienced twice in November, resulting in flooding of the
parking lot of the apartment at 660 "F" Street, and "F" Street
itself being closed by the city because of flood conditions.
The installation of cast in place concrete pipe requires the
excavation, backfilling, and recompacting of several areas of
the exisitng drainage to allow for a smooth, stable foundation
of the pipe.
If we proceed at this time as planned, should another severe
storm occur in the near future , as now predicted, when the
trench is backfilled the temporary restriction of the flow of
rain water could cause heavy flooding of the apartment at 660
"F" Street, and serious damage to adjacent property, even out
side of the easement, including the railroad system within
their right of way.

For safety reasons , as much as to avoid unnecessary incon-
vience to the residents and possible heavy damage to the
property in the area, we respectfully request that the
start of the project by postponed until the normal end of
the rainy season, April 1st.
