State of California to purchase three Police special vehicles

The budget for the newly annexed area provides for the purchase of three police
patrol vehicles. The City is able to obtain said vehicles from the State of
California via a cooperative arrangement as authorized by Council Resolution No. 6132.
RECOMMENDATION: That Council authorize the purchase.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The State contract provides for purchases for political subdivisions of the State
of materials and equipment, provided the product is for public use. The procedure
requires adoption of Resolution designating the State as the agent in making the
purchase. A service charge of 1.2% of the total before taxes is required for each
transaction.
The 1984-85 State bid for Police special vehicles was awarded to Swift Dodge in
Sacramento for the 1985 Dodge Diplomat Sedan equipped per State specifications.
The successful bidder normally orders additional vehicles and stocks them for
emergency purchases due to accidents. The dealer presently has vehicles available
for immediate delivery. Chrysler Corporation has allowed the vendor to give a
special $400 per vehicle discount on sale of these vehicles since the vehicles
are 1985 models.
The Police Department is in the process of appointing and training new officers
to patrol the annexed area and have an immediate need for three vehicles. The
purchase price is $11 ,552.27 per unit including sales tax and service charges.
The total purchase price for three units is $34,656.81 .
FISCAL IMPACT: Funds are provided for in account 100-1040-5565.
