HomeMy WebLinkAboutAgenda Statement 1985/12/17 Item 21 COUNCIL AGENDA STATEMENT Item 21 Meeting Date 1 2/1 7/85 ITEM TITLE: Emergency Ordinance o'L/37 Adopting the County of San Diego Zoning Ordinance for the( recently annexed Montgomery Area SUBMITTED BY: Director of Planning(et (4/5ths Vote: Yes X No ) REVIEWED BY: City Manager November 5, 1985, the voters within a 3.5 square mile area generally lying east of 1-5 and between Chula Vista and the City of San Diego decided that they wished to annex to the City of Chula Vista. This ordinance is an interim one to administer zoning controls for the area subsequent to December 31 , 1985. RECOMMENDATION: Adopt the urgency ordinance. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The City Council Position Paper on the Proposed Montgomery Annexation anticipated City adoption of County zoning regulations. The position paper was adopted by Council Resolution No. 12177 on September 24, 1985. It reads in part as follows: "County zoning regulations will continue to prevail while a study is conducted to determine the relationship of existing development, County zoning regulations and proposed City zoning for the area. The Montgomery Planning Committee will review these issues and make recommendations to the Planning Commission and City Council on a proposed zoning plan." This action effectuates that intent. Not affected would be non-zoning regulations such as the Building Code, Subdivision Ordinance and Environmental Review Procedures. These would be as per the City of Chula Vista's requirements, as would other policies and standards not referenced by the Zoning Ordinance.
