ITEM TITLE: Resolution - Approving Agreement for Consultant Services
to Perform Fingerprint Examination and Classification

January 9, 1985 the Council passed Resolution No. 11897 which established
a Contractual Agreement with Richard Quick for consultant services to
perform fingerprint examination and classification. This agreement terminates
December 31, 1985 .
RECOMMENDATION: Adopt Resolution approving the agreement and authorizing
the Mayor to sign on behalf of the City Council
DISCUSSION:
During the first year of this agreement, Richard Quick's fingerprint
analysis work has identified seventy-five suspects and closed seventy-eight
gases . Richard Quick has also conducted fingerprint classification
.xaminations in concert with State Fingerprint technicians in Sacramento
and these efforts have resulted in the identification of fifty-four
individuals who were giving false names at the time of apprehension.
Phe primary justification for this agreement with Quick was to provide the
?olice department with his expert fingerprint services until we hired and
trained his civilian replacement. His successor, Evidence Technician
Rodrigo Viesca, was hired March 22, 1985 . Prior to that time Viesca did
aot have any fingerprint classification experience. He has been receiving
training and experience since March, 1985, but he is far from a skilled
Eingerprint examiner/classifier.
En order to continue our high level of fingerprint services, staff is
requesting another one year agreement with Quick. Quick will reduce his
-lours worked from 20 hours per week to a maximum of 15 hours per week
zot to exceed 720 hours annually. He will be utilized in crimes of
/iolence and property crimes with significant loss . The rate of pay will
continue at $25 . per hour. Staff feels that 1986 will be the last year
this type of agreement will be needed.
FINANCIAL IMPACT: Maximum cost in fiscal year 1985-86 will be $9,000 .
Funds are avail.ble in the current *olice budget.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
