On October 17, 1985, authorization was given to solicit proposals from
qualified consultants for a Biological Study Design and Enhancement Plans for
Selected Upland and Wetland Sites. Three proposals were received for the
Biological Study Design and seven proposals were received for the Enhancement
Plans. A committee including both City and Coastal Conservancy
representatives selected Pacific Southwest Biological Services, Inc. to
prepare the Biological Study Design and Leedshill-Herkenhoff to prepare the
Enhancement Plans. The proposals are attached to this agenda statement for
review by the Council at this time. This resolution is subject to the
approval of fund expenditure by the Redevelopment Agency.
RECOMMENDATION: Adopt resolution approving consultant contracts and
authorizing expenditure of City funds prior to utilization of Coastal
Conservancy funds.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The Coastal Conservancy has approved the consultants for both studies. To
maximize the value of biological enhancement and monitoring programs, both
studies should commence as soon as possible. Several of the enhancement areas
are integral parts of overall midbayfront development. To maximize biological
values in the midbayfront area, enhancement plans need to precede development
of the area. The Biological Study Design is intended to quantify and
characterize existing natural resources in the Sweetwater March Upland/Wetland
complex, identify and track ecosystem changes, and correlate ecosystem change
with the causes of change. The existing biological values need to be assessed
prior to development in the bayfront area so that the predevelopment condition
of the bayfront can be accurately quantified. Thus, both contracts should
commence as soon as possible so that development of the bayfront area will not
be delayed by the Biological Study and the Enhancement Planning process.

FISCAL IMPACT: The Coastal Conservancy and the City are jointly funding the
Biological Study Design and the Enhancement Plans. Each entity has allocated
$50,000 for consulting services. The original arrangement was that the
Conservancy would pay for the first $50,000 billed for services under these
contracts and then the City would fund the balance of the contracts. The
Conservancy' s contract with the City involves a clause requiring the CIty and
the California Department of Fish and Game to have a management agreement for
the properties involved prior to fund dispersal . To date, a management
agreement has not been reached. Consent by the Council to fund consulting
services until a management agreement can be reached between the City and the
California Department of Fish and Game would allow the projects to commence.
Sufficient funds ($50,000) are available in Account # 990-9907-5516 and
995-9950-BF36 to start these contracts.
