The County of San Diego has had a maintenance agreement for the past two (2)
years with the Metropolitan Area Action Council (MAAC) to provide the ground
maintenance services for Lauderbach Park. With the annexation of the
Montgomery area to the City, this department recommends that an agreement with
the MAAC Project to provide grounds maintenance services be renewed for six
(6) months.
RECOMMENDATION: That Council adopt resolution.

DISCUSSION:
The County' s agreement with the MAAC project to provide the ground maintenance
services for the Lauderbach Community Center will terminate on December 31 ,
1985. As a result of the Montgomery Area annexation the City desires to renew
the agreement through the fiscal 85-86 year.
Since limited financial information was available in preparing the Montgomery
budget, staff erroneously used the area equipment and supplies budget to
determine existing grounds maintenance costs. It was recently discovered that
the County has allowed MAAC to keep all facility rental fees in order to pay
for building and grounds maintenance. In discussions with MAAC personnel it
has been determined that the original $5,500, six (6) month maintenance cost
is too low and would not provide for the same level of service that presently
exists. In direct negotiations with MAAC, it has been determined that an
additional $2,000 would be necessary to retain their services, bringing the
total operating costs for half a year to $7,500. The six (6) month
maintenance contract will allow staff the time necessary to study and analyze
the quality of service being provided. Award of the contract to MAAC will
also enable this department to make a smoother transition in providing
services to this newly annexed area.

The basic maintenance agreement requires the MAAC project to provide the
following services:
1 . Provide landscape maintenance throughout the park area to include,
but not limited to irrigation, pruning, turf fertilization, weed
control , mowing and edging of turfed areas, etc.
2. Work to be accomplished Monday through Friday between the hours of
6:00 a.m. and 6:00 p.m.
3. Litter control and pick-up.
4. Repair of existing outdoor facilities and equipment. Material cost
to be provided by the City.
The City's responsibility to include the following:
1 . Provide materials for repairs, fertilization, weed control and
planting material .
2. Reimburse the MAAC project for labor cost involved in major repairs of
equipment, grounds or facilities.
FISCAL IMPACT: The agreement provides a contract amount of $7,500 to be
paid on an equal monthly basis. An additional $2,000 will need to be
appropriated from the General Fund.
