Lit ? ° COUNCIL AGENDA STATEMENT Item 15 Meeting Date 12-3--85 ITEM TITLE: Report regarding developer participation for off-site road improvements and traffic signal at the Bonita Road and Flower Street intersection SUBMITTED BY: Director of Public Works/Civil Engineer (4/5ths Vo e: Yes No X ) REVIEWED BY: City Manager On June 12, 1984, the City Council while reviewing the FY 84-85 Capital Improvement Program (CIP) directed staff to ensure that there is participation by the owner of the parcel at the southwest corner of the Bonita Road/Flower Street intersection in the cost to install the traffic signal and off-site improvements at that intersection. We have construction plans and preliminary cost estimates that allow us to estimate the amount and items of work that should be subject to reimbursement with this project. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. RECOMMENDATION: That Council : a) accept this report b) direct staff to begin proceedings to form a reimbursement district to recover a portion of the City' s cost in the installation of improvements benefiting the parcel at the southwest corner of the Bonita Road/Flower Street intersection c) direct staff to return with a Resolution calling for a public hearing on the formation of the proposed reimbursement district and waiving owner participation in the costs associated with the formation of the district. DISCUSSION: Background The "E" Street/Bonita Road intersection became a four-way intersection in 1977 when Flower Street was extended to intersect Bonita Road in conjunction with the Morgan-Gardner Subdivision project (Map 8989). This subdivision consisted of property on both sides of the Flower Street extension and north of Bonita Road ("E" Street). The subdivision contained both sine-le-family and -ice by the Cav ( i Chula Vista, Dated /,9 - . -7-C Dated /�` /e' :E) Page 2, Item 15 Meeting Date — multi-family parcels. As a condition of approval , the developers were required to install full improvements on the north side of Bonita Road and to participate in the installation costs of a Traffic signal at the Bonita Road/Flower Street intersection. Full street improvements on the northerly half of Bonita Road were installed by the Morgan-Gardner developers adjacent to their project as required by the City Council in 1977. Their fair share of the traffic signal installation cost was estimated to be $17,500 by the City Engineer. This amount was paid by the developers prior to the approval of the City's policy for participation by private developers in the financing and/or installation of traffic signals. It should be noted that they are now in the process of developing their multi-family parcels under a revised plan. This project known as Eucalyptus Grove (CVT84-1 ) is subject to a condition which requires the developers to pay traffic signal participation fees in the amount of the difference between fees paid with Map 8989 for the multi-family lots and the calculated fee based upon present policy and proposed development. The differential fee to be paid by the developers is estimated to be about $11 ,268. Their total traffic signal fee would amount to $28,768, about 35% of the total $82,000 estimated cost to install the traffic signal . (The $82,000 includes contingencies and engineering costs). Bonita Road/Flower Street Realignment The extension of Flower Street to Bonita Road by the Morgan-Gardner subdividers required that the old Bonita Road/"E" Street intersection be realigned to provide a symmetrical and safer four-way intersection. In fact, Morgan-Gardner dedicated the necessary right-of-way southerly of Bonita Road to realign the intersection. The subdividers are also the owners of the vacant, unimproved lot located at the southwest corner of the intersection (see locator map). The property adjacent to the southeast corner of the aligned intersection would be the old Bonita Road right-of-way and consequently the City will retain its ownership. We have prepared plans for the realignment of Bonita Road/Flower Street intersection and for the signalization of the four-way intersection. Funds for this work ($164,000) were approved by the City Council in the FY 84-85 CIP budget. During budget discussions, however, Council directed staff to ensure property owner participation in these costs. Establishment of a Reimbursement District Chapter 15.50 of the City Code provides a process by which the City can assure developer participation in the construction of the Bonita Road/Flower Street intersection realignment. In addition, Chapter 15.51 , the City' s policy for participation by private developers in the financing and/or installation of traffic signals provides a means by which a fee can be collected to cover the cost of traffic signals. This fee is collected from developers that increase Page 3, Item 15 Meeting Date the traffic flow on the City' s road system and the revenues generated therefrom can be used to install traffic signals throughout the City. Thus, we recommend that Council (as provided for in Section 15.50.040 of the City Code) form a reimbursement district to recover the City' s cost in the realignment of the Flower Street improvements to be built and benefiting the vacant property at the southwest corner of the Bonita Road/Flower Street intersection. The improvements to be subject to reimbursement consist of grading, curb and gutter, curb return, drainage and pavement to the center line of Bonita Road. These costs are estimated to be about $1 ,000. Upon acceptance of this report by the City Council , staff shall return with a resolution calling for a public hearing on the formation of the proposed reimbursement district. A copy of this report has been provided to the owners of the vacant property proposed to be included in the reimbursement district. They have been informed that the report will be considered by the City Council at the meeting tonight. FISCAL IMPACT: The cost to form the proposed reimbursement district is estimated to be about $1 ,000. This matter was continued for one week so that staff could determine which one of the three intersections would be the best choice to install three-way stops if stop signs were approved. RECOMMENDATION: That Council consider three-way stops at Wayne Street over Vassar and Cornell Streets. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The attached Council Agenda Statement provides the background and staff recommendations on this matter. A comparison of the traffic characteristics at each of the three intersections indicates that a three-way stop at Wayne would be more appropriate than at Vassar or Cornell for the following reasons: • Wayne Street at Gotham Street is already provided with a stop sign. ▪ Wayne Street had a higher number of points regarding the three-way stop warrants than did Vassar or Cornell . • The approach volume on Wayne Street during the a.m. peak hour is significantly higher than Vassar or Cornell . If three-way stops are installed at any of the three intersections, it is recommended that "Stop Ahead" signing and pavement markings, also be installed. If visibility of the stop signs becomes a problem due to parked vehicles, particularly recreational vehicles, it may be necessary to install "No Parking" restrictions on the intersection approaches. FISCAL IMPACT: Not applicable. The basis of this request was because of the continued high volume of traffic on Gotham Street and speeding. Traffic Engineering studies have been made during the past week on Gotham Street. The results of these studies indicate that the installation of three-way stops at the requested locations are not warranted. RECOMMENDATION: That Council deny the request for temporary three-way stop signs on Gotham Street at Wayne, Vassar, and Cornell Streets and administratively, Police have been asked to increase radar speed enforcement on Gotham Street until Rutgers Avenue is opened up to East "H" Street. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Gotham Street is a 40-foot wide east/west residential collector street that extends between Otay Lakes Road to the west and Rutgers Avenue to the east. Wayne Avenue, Vassar Avenue, and Cornell Avenue are all 36-foot wide north/south residential streets. Wayne Avenue runs south from Gotham Street to Ithaca Street. Vassar Avenue and Cornell Avenue run north from Gotham Street to Elmhurst Street. All three streets form "T" intersections with Gotham Street. Wayne Avenue is controlled by a stop sign at Gotham Street. The others are uncontrolled. A review of accident records indicates that between January 1980 and September 1985 there was one reported accident at Gotham Street and Wayne Avenue, one reported accident at Gotham Street and Vassar Avenue, and no reported accidents at Gotham Street and Cornell Avenue. The accident at Gotham Street and Wayne Avenue occurred on August 2, 1981 , at 9:45 p.m. The accident at Gotham and Vassar occurred on August 3, 1982 at 1 :48 p.m. Each accident involved two motor vehicles in a broadside collision ' at each of the two intersections. As can be seen, the three subject intersections have excellent safety records. All three intersections have been evaluated for three-way stop controls using the City's adopted policy. , This policy considers through street conditions, accident records, traffic and pedestrian volumes, volume splits and unusual conditions. Points are assigned to each of these factors with a possible total of 50. The installation of three-way stop control is justified with a total of 30 or more points. Based on the existing traffic characteristics, particularly accident experience and traffic volumes, all three intersections fell significantly short of meeting the criteria for installation of three-way stops. The total number of points scored by Wayne, Vassar and Cornell were 2, 0, and 0 respectively. Two radar speed surveys were recently taken on Gotham Street at Wayne, and between Cornell and Vassar. The 85th percentile speeds observed were 36 mph at Wayne and 35 mph between Cornell and Vassar. Gotham Street is posted for 25 mph. It is anticipated that Rutgers Avenue will be constructed and opened into East "H" Street within the next four months. This will provide an additional means of access for this residential neighborhood. It is expected that this will result in a significant decrease in traffic volumes on Gotham Street. Based on the above studies and facts, it is the City Traffic Engineer's opinion that: ▪ Installing three-way stops along Gotham Street will not reduce traffic volumes on Gotham Street, will not significantly reduce speeds (except right at the intersections) , and will not increase traffic safety. • Unwarranted stop signs will increase travel time and delay, air pollutants, fuel usage and driver frustration. Page 3, Item Meeting Date 11/5/85 . The future opening of Rutgers to East "H" Street will reduce the traffic volumes on Gotham Street, however, it will probably have little impact on speeds. . The most effective means of causing a reduction in the 85th percentile speeds on Gotham Street is through increased police enforcement. FISCAL IMPACT: The direct cost to the City to install and remove the requested stop signs and pavement markings would be approximately $1 ,200. RECOMMENDATION: That Council accept this report and direct staff to consider these intersections in the traffic signal priority list for next fiscal year. BOARDS/COMMISSION RECOMMENDATION: At the meeting of 11/15/84, the Safety Commission voted 7-0 to recommend to the City Council that "green arrows" (left turn signals) be installed at the intersections of Third Avenue and "E" Street and Fourth Avenue and "E" Street as soon as practical . DISCUSSION: Residents of Fredericka Manor have requested the installation of left turn arrows at "E" Street and Third Avenue to improve the safety of pedestrians crossing at the intersection. They claim that several of their residents have been injured crossing at this intersection. Staff investigation of the traffic characteristics, accident records and need for left turn phasing at this intersection indicates the following: - A review of accident records discloses that there have been no reported accidents at this location in the past four years involving pedestrians. Other accidents reported from 1981--September of 1984 totalled 36; a vast majority were left turn violations, right angle accidents and "rear enders". - This traffic signal was installed around 1949; to install left turn phasing (a "green arrow") would involve an expenditure of from $75-$85,000 for a new signal. The intersection is currently controlled by a fixed time signal whch is part of the existing computerized traffic signal system. The addition of left turn phasing would necessitate a break in that system for progressive traffic flow on both "E" Street and Third Avenue. Page 2, Item 27 Meeting Date 12/18/84 - A similar request to install left turn phasing was made and subsequently denied i n 1980. - Traffic volume history on "E" Street between Third and Fourth Avenues discloses 20,100 in 1972, 17,710 in 1976 (the year after 1-805 was opened) and 20,790 in 1983. - Peak hour volumes including turn counts do not warrant the installation of left turn phasing at this time. A report to the Council from the Safety Commission on this item is attached. As noted in the report, Fredericka Manor and Mrs. Kent have been notified, and the Safety Commission chairman will be at the Council meeting. FISCAL IMPACT: It is estimated that the installation of left turn phasing for the two intersections would cost $160,000. For the past several months, the Commission has been meeting with representatives of Fredericka Manor, Mrs. Martha D. Kent (the individual submitting the original written communication) and staff concerning this referral . SAFETY COMMISSION RECOMMENDATION: At the meeting of 11/15/84, the Safety Commission voted 7-0 to recommend to the City Council that "green arrows" (left turn signals) be installed at the intersections of Third Avenue and "E" Street and Fourth Avenue and "E" Street as soon as practical . DISCUSSION: During meetings with representatives of Fredericka Manor, the Commission was informed that the low pedestrian counts gathered by staff during the current investigation were due to the fact that "people are not crossing at this intersection because they are afraid." Also, many residents of Fredericka Manor would like to be able to safely cross "E" Street to shop at the Garden Farms Market and to visit the Post Office on Third Avenue in the downtown area. Also noted was the fact that since I-805 opened, the traffic has increased "terrifically" on "E" Street. Many senior citizens of Fredericka Manor are handicapped and many have given up the idea of shopping on Third Avenue due to the difficulties they have encoountered attempting to cross "E" Street. During discussion of this Council referral , the Safety Commission also noted the difficulties at the intersection of Fourth Avenue and "E" Street (at times it is very difficult to make left turns when traveling on "E" Street and when attempting to turn left on Fourth Avenue). Therefore, the Commission also recommends that "green arrows" (left turn signals) be installed at this intersection also. Fredericka Manor and Mrs. Martha D. Kent have been notified that Council will consider this item, and both have been mailed a copy of the Commission's report. The Safety Commission Chairman will be in attendance to answer any questions Council may have. In the letter, Sharon Spices noted the "bad traffic" between the hours of 3: 00 and 6 : 00 p.m. and suggested the installation of a "left turn signal" to solve the problem. The need for left turn phasing at this intersection , along with other high volume intersections , is evaluated by the Traffic Engineer annually. In 1979 , the accident warrants for this intersection were met (5 correctable accidents or greater in 12 month period) . Since that time, there have been four correctable accidents per year at the location. However , in 1981 , the intersection fell short of meeting the criteria we use to justify installation of left turn phasing. Also , a proposal for closing Fifth Avenue from "H" Street to " I" Street is still being considered. This proposal would greatly impact the need for , and design of a left turn traffic signal at this intersection. Therefore it is my RECOMMENDATION: That Council accept this report to make no change in signal phasing at this time . BOARD/COMMISSION RECOMMENDATION: On February 11, 1982 , the Safety Commission voted 5-0 to concur with staff's recommendation for no change in signal phasing at the intersection of Fifth Avenue and "H" Street . DISCUSSION: Fifth Avenue and "H" Street are arterial streets with widths of 68 feet and 64 feet and daily traffic volumes of 10 , 100 and 24 , 200 respectively. As shown in the attached 1981 left turn phasing priority list this intersection was ranked Fourth and did not satisfy the left turn phasing warrants . In the last two years , this intersection has been close to satisfying these warrants and in 1979 a left turn signal was warranted . Our policy has been that a signalized intersection Page 2, Item 16 Meeting Date 3-9-82 meet the warrants for two consecutive years before it is considered for installation of left turn phasing unless other factors indicate that it is necessary. The warrants for installation of left turn phasing that are accepted State wide are : 1. 5 correctable accidents per year , or 2. A highest product of left turn volume times through volume greater than 100 , 000 . The signal at Fifth Avenue and "H" Street hasn' t been considered for left turn phasing in the last two years because of the proposal to close Fifth Avenue from "H" Street to " I" Street. The cost of installing left turn phasing is approximately $60 , 000. There is significantly less traffic on Monserate Avenue ( 1950 vehicles/day) than on Melrose Avenue (2650 vehicles/day) . In addition, the accident problem at Melrose Avenue is more severe than at Monserate Avenue. 3 . Melrose Avenue is 40 ft . wide and can more easily " accommodate any increases in traffic resulting from a signal at East "L" Street than can Monserate Avenue (36 ft . wide) . 4. If a signal is installed at Monserate Avenue , there will still be a need for a signal at Melrose Avenue . Due to the existing street pattern, it is not anticipated that a signal at Monserate Avenue would divert a significant number of motorists presently using Melrose Avenue to gain access to East "L" Street . I am reaffirming the previous recommendation to install a signal at Melrose Avenue and lower the hill east of the intersection. The existing sight distance problem caused by the hill will be intensified as development to the east of I-805 occurs . Traffic volumes are expected to increase from the present 17 , 800 vehicles/day on East "L" Street to 25 , 000-30 , 000 vehicles/day in 5 years . Without a signal at Melrose Avenue and lowering the hill , this increase in volume will result in lengthy periods during the day when vehicles on side streets such as Melrose Avenue, Monterey Ct . , and Nolan Way will not be able to safely gain access to East "L" Street . At the March 12, 1980 workshop meeting, information discussions were held with interested citizens and the Principal of Cook Elementary School . At the business meeting of April 9, 1980, after discussing this matter with various citizens and the Cook Elementary School Principal , the Commission took formal action on this referral . It is therefore the SAFETY COMMISSION RECOMMENDATION (1 ) That a traffic signal be installed at Monserate and "L" within FY 1980-81 ; and, (2) That a traffic signal be installed at Melrose and "L", contingent on the installation of a cul -de-sac on Nacion Avenue. STAFF RECOMMENDATION (See staff's A-113) DISCUSSION Bob Montgomery, Principal of the Cook Elementary School is recommending the installation of a traffic signal at the intersection of Monserate and "L" (see letter dated 4/8/80. . . attached. . .for details) . The Commission feels that "taking out the hill " on "L" Street is highly desirable but far too expensive. If a signal were installed at Monserate, it would tend to provide for safe access to "L" Street. This recommendation is offered "without condemnation of land. at property owners ' expense". DESCRIPTION OF PROBLEMS: Cuyamaca and L Street crossing: Cars approach this crossing from the east in speeds exceeding safety conditions. We feel that this is largely due to the long stretch of uninterrupted road between Nacion Ave. and Cuyamaca Ave. along L Street. An additional hazard is caused by the position of the sun for cars heading from east to west which is almost directly in the drivers' eyes during the late afternoons; especially during summer months. Students are attracted to the playgrounds at Cook School and Hilltop Schools after school hours, as well as on nonschool days due to the many programs offered through the Chula Vista City Parks and Recreation Department, and the many additional programs ranging from softball to soccer offered by the YMCA, etc. Crossing L Street at unsignaled spots: Due to the great distance between traffic signals at Nacion and Cuyamaca along L Street, pedestrian traffic often crosses at unprotected spots presenting a hazard to both pedestrians and vehicles. RECOMMENDATION: Install traffic signals at the intersection of Monserate and L Streets Rationale: 1. Costs would be significantly lower than installing traffic signals at Melrose and L Streets where the hill would have to be graded down. (See Safety Commission A-113) DISCUSSION: A young girl lost her life at the intersection of East "L" Street/Cuyamaca earlier this year which was very tragic and sad. The parents and faculty at Cook School are quite concerned about the safety of the children in the neighborhood and have asked the City Council and the Safety Commission to look into the situation. Staff ' s investigation basically resulted in the finding that the tragic accident was due to driver inattention and that in fact there was little that could be done to avoid that. The traffic signal is one of the .most positive and incidently the most expensive traffic control devices used by cities, however , in this case the red light did not stop the driver. The Safety Commission and Bob Montgomery, Principal of the Cook Elementary School , have recommended a traffic signal be installed at Monserate and "L" for the following reasons: 1. It would be mid-way between Cuyamaca and Nacion, therefore , would tend to slow traffic down. 2 . Some students cross "L" Street at Monserate rather than walking westerly on the street to Cuyamaca. If a signal was installed at Monserate, there would not need to be one installed at Melrose, which in fact would be very expensive to install since the hill would need to be lowered. In response to the above remarks, I have the following comments: 1. Conditions at Monserate and "L" Streets do no meet the State nor City adopted criteria for the installation of a traffic signal. 2. Even if the additional situation (that this is in a school zone) would normally encourage the City to install a traffic signal at Monserate, I feel this information was used in the installation of the traffic signal at Cuyamaca. It would be unjustifiable to install two traffic signals when the students could well use one traffic signal for the crossing. 3. Students going to Cook School do not have to walk any further whether they use Monserate or Cuyamaca. Therefore, I believe it would not be prudent to spend $50, 000 for a traffic signal at Monserate just to give the students a choice of crossing there rather than Cuyamaca. 4. Traffic signals were installed at First and "L" & Secofd and "L" two or three years ago for the purpose of slowing traffic on "L" Street. Speed surveys taken subsequent to the installation of those signals have indicated that the traffic signals have very little impact on changing the 85th percentile speed. Therefore, the proposition that the installation of a traffic signal at Melrose will slow traffic down , I believe is groundless. 5. It is true that it would be much more expensive to construct a traffic signal at Melrose than it would at Monserate. But staff ' s contention is that traffic conditions at the intersection at Melrose and "L" Street are such that they do or very nearly meet City' s criteria for the installation of a traffic signal and that issue should be tackled before installing a traffic signal at Monserate. Speeds on "L" Street are not greater than other collector or arterial streets in developed areas of the City. Based upon all the information discussed in this report and the attached report, I recommend that no action be taken at this time. Lippitt,fCity Engineer Date • INTRODUCTION On February 26, 1980, the City Council received a petition requesting the installation of additional traffic signals on East "L" Street between Cuyamaca and Nacion Avenues. The purpose of these signals as stated in the petition would be to slow the flow of traffic on East "L" Street. The petitioners further requested that the "traffic problem with regards to the school (Cook Elementary School ) be studied more fully." The Council referred the petition to staff and the Safety Commission for investigation and recommendation. This report summarizes the Traffic Engineering Division's review of the traffic conditions on East "L" Street and investigates the alleged "traffic problem' near the elementary school . RECOMMENDATION Do not install additional traffic signals on East "L" Street at this time. Re-evaluate traffic conditions on East "L" Street after the proposed signal at Melrose Avenue is installed. DISCUSSION The section of East "L" Street which is the concern of the petitioners is between Cuyamaca and Nacion Avenues , a distance of approximately 3250 feet (see plat) . There are traffic signals at each end of this segment, but there are no traffic control devices in between. East "L" Street is a four lane arterial street with average daily traffic volumes of 16,700 to 17 ,800. There is direct residential frontage (single family homes) along this entire segment. On-street parking between Monserate and Nacion Avenues is prohibited , but there is a moderate use of the available on-street parking between Cuyamaca and Monserate Avenues. Cook Elementary School is located on the northeast corner of East "L" Street/Cuyamaca Avenue. All pedestrian and vehicle access to this school is off of Cuyamaca Avenue. The Traffic Engineering Division periodically conducts speed surveys on all arterial and collector streets in Chula Vista. In order to determine if these speeds were creating a traffic safety problem, the accident history along this segment of East "L" Street was reviewed. Of the 42 reported accidents between January 1977 and February 1980, only one was directly attributable to excessive speed. Most of the accidents occurred between Monserate and Nacion Avenues , a considerable distance from Cook School . To alleviate the accidents occurring on East "L" Street, painted left turn lanes were installed between Monserate and Melrose Avenues in 1978 and between Melrose and Nacion Avenues in 1979. In the past few years there have been several requests for traffic control devices on East "L" Street to facilitate pedestrian crossings. The Traffic Engineering Division's investigations have indicated that there are school age pedestrians crossing this arterial street between Cuyamaca and Nacion Avenues. These pedestrians are mostly a mix of junior and senior high school students headed for the Hilltop schools and a few elementary students bound for Cook School . The traffic signal at Cuyamaca Avenue was installed in 1969, primarily to assist elementary school students in crossing East "L" Street. However, pedestrian crossings are still scattered all along this segment of East "L" Street. There is no specific location where there are sufficient pedestrian crossings to meet the adopted criteria for a traffic signal . Traffic Engineering studies have shown that the installation of a signal will not significantly alto; pedestrian crossing patterns (i .e. , a new signal at Monserate Avenue would not attract pedestrians presently crossing at Helix or Maria Avenues) . The Traffic Engineering Division annually evaluates all unsignalized intersections with respect to the need for traffic signals. The most recent evaluation shows that there is only one intersection along this segment of East "L" Street which warrants a traffic signal based on traffic volumes and accident history -- at Melrose Avenue. All other locations fall significantly below the criteria established for the installation of signals. The preliminary FY80-81 CIP includes a traffic signal at East "L" Street/Melrose Avenue. At the Safety Commission meeting on April 9, 1980 , the spokesman for the petitioners , Dr. Robert Montgomery , Principal of Cook School , changed the original request for traffic signals on East "L" Street at Helix and Melrose Avenues to a request for a signal at Monserate Avenue. Copies of the original petition and subsequent letter are attached at the end of this report. In his letter of April 8, 1920 , to the Safety Commission , Dr. Montgomery listed five reasons to support the request for the installation of a traffic signal at Monserate Avenue instead of at Melrose Avenue. 1 . Costs would be significantly lower than installing traffic signals at Melrose and "L" Streets where the hill would have to be graded down. 2. Students would be able to cross "L" Street without walking all the way down to Cuyamaca Avenue. 3. The long stretch between Nacion and Cuyamaca would be interrupted at about mid point alerting traffic to pedestrian needs. • i, .. -3- 4. Monserate Avenue crossing could be staffed by student safety patrol members since location is within school 's supervision capabilities. 5. Traffic problems would not be created for Kellogg School as would be the case with a Melrose traffic signal . These points are discussed in the following paragraphs. 1 . The cost of the installation of the traffic signal systems on East "L" Street at Melrose Avenue and at Monserate Avenue would be approximately the same. However, the Traffic Engineer has recommended that the sharp vertical curve east of Melrose Avenue be reduced prior to signalization and the cost of this modification is estimated to be $470,000. Council has directed staff to consider constructing a signal without lowering the hill . This would require an advance warning sign for westbound traffic on East "L" Street to alert motorists when there was a need to stop. As of this writing, Engineering staff knows of no safe prewarning system that would work in this case. CalTrans has used prewarning signs to warn motorists of a traffic signal ahead that may be expected, i .e. , off ramp-on ramp from northbound I-805 to westbound SR94. Sight distance due to a curve is not a problem there. Also this method has been used on expressways to warn of an upcoming intersection. Again, sight distance isn' t really the problem. The electrical signs are mainly used to acquaint the driver that there is a traffic signal ahead when the road conditions appear as a freeway. The motorist can still see the problem ahead; ON "L" STREET, BECAUSE OF THE SHARP VERTICAL CREST, HE CAN'T SEE IN TIME TO SAFELY STOP. The City Engineer and Development Services Administrator ran a field experiment to evaluate the stopping sight distance on East "L" Street. Traffic Engineering staff calculated that on a typical red cycle at peak hour assuming existing traffic volumes (17 ,000+ Average Daily Traffic) , 10 cars would be queued at the signal . The right lane westbound was blocked off and traffic cones put across the right lane at the rear line of where the 10th car was stopped. They traveled over the hill at 35 mph and deter- mined that it was difficult and uncomfortable to stop in time. Should there have been one more car queued or should the car have been traveling at greater than 40 mph, or their attention diverted for a slit second, there probably would have been a simulated accident. We strongly recommend AGAINST installing a traffic signal at Melrose WITHOUT lowering the hill . 2. Elementary school students were provided a protected crossing on East "L" Street by the signal installed at Cuyamaca Avenue in 1969. Since pedestrian access to Cook School is off of Cuyamaca Avenue, students are required to walk westerly on East "L" Street to Cuyamaca Avenue regardless of the - installation of additional signals on this street. • -4 3. Motorists are most aware of potential pedestrian conflict at locations where they see a significant number of pedestrians crossing the street. To dilute the number of pedestrians crossing at Cuyamaca Avenue by providing an additional protected crossing at Monserate Avenue may very well reduce the motorists' attention to pedestrian needs. 4. Not addressed. 5. It is expected that the installation of a signal at East "L" Street/Melrose Avenue will increase the traffic volumes on Melrose Avenue. However, the increase is not expected to exceed the design volume for a collector street (5000 ADT) . The higher traffic volumes are not anticipated to create any traffic safety problems in the vicinity of Kellogg School . The nearest intersections to that school (Naples Street/Melrose Avenue and Naples Street/ Monserate Avenue) are currently controlled by 4-way stops. There are presently no accident problems at either of these intersections. The installation of traffic signals primarily for the reduction of the speed of traffic has shown to be ineffective. For example, after signals were installed on "L" Street at First and Second Avenues (in 1978) , the measured speeds on East "L" Street were reduced only 1-2 MPH, while vehicle delay was increased fourfold. It should be also noted that the limitations of the existing traffic signal computer system prohibit the installation of a fixed time signal at Monserate Avenue which could be interconnected to provide progression speeds on East "L" Street. Based on the information collected and previously presented in this report, the Traffic Engineering Division was unable to identify "the traffic problem with regards to the school " as mentioned in the petition. The traffic flow on East "L" Street near Cook School appears to be orderly and there have been few reported accidents at or near Cuyamaca Avenue. There is good sight distance for motorists approaching on East "L" Street and the existing traffic signal provides a protected pedestrian crossing. CONCLUSIONS 1 . The 85th percentile speeds of traffic on the segment of East "L" Street between Cuyamaca and Nacion Avenues are 38-41 MPH. This is comparable to other arterial streets in Chula Vista. 2. The accidents which have occurred on East "L" Street are considerably east of Cook School and have not been attributable to excessive speeds. 3. Traffic signals should only be installed at locations where the vehicle and pedestrian volumes and/or accident history meet the adopted criteria. The intersection of East "L" Street/Melrose Avenue is the only location which - satisfies the criteria. 4. A traffic signal should not be installed at Melrose Avenue until the sharp vertical crest east of Melrose Avenue is lowered. -5- 5. Traffic signals are ineffective in reducing vehicle speeds on arterial streets as evidenced by the experience on "L" Street at First and Second Avenues. 6. The Traffic Engineering Division was unable to identify any "traffic problem with regards to Cook School ." DESCRIPTION OF PROBLEMS : Cuyamaca and L Street crossing: Cars approach this crossing from the east in speeds exceeding safety conditions. We feel that this is largely due to the long stretch of uninterrupted road between Nacion Ave. and Cuyamaca Ave. along L Street. An additional hazard is caused' by the position of the sun for cars heading from east to west which is almost directly in the drivers ' eyes during the late afternoons; especially during summer months . Students are attracted to the playgrounds at Cook School and Hilltop Schools after school hours, as well as on nonschool days due to the many programs offered through the Chula Vista City Parks and Recreation Department, and the many additional programs ranging from softball to soccer offered by the YMCA, etc. Crossing L Street at unsignaled spots: Due to the great distance between traffic signals at Nacion and Cuyamaca along L Street, pedestrian traffic often crosses at unprotected spots presenting a hazard to both pedestrians and vehicles. This provision was intended to increase the safety for vehicles turning onto and off of East "L" Street at Monterey Court, Mission Avenue and Nolan Way, but would necessitate the removal of on-street parking on East "L" Street. After hearing the objection to loss of on-street -- parking from two residents , and other comments , the Council referred the matter back to staff and the Safety Commission with a request for a recommendation for the implementation of a more permanent solution. The traffic safety problem on East "L" Street is basically twofold: (1) the present lack of storage area for vehicles waiting to turn left onto Monterey Court, Mission Avenue , and Nolan Way; and (2) the limited sight distance along East "L" Street created by the vertical curve between Monterey Court and Mission Avenue (see plat).. These problems are magnified by the volume of traffic on East "L" Street (20 , 300 vehicles/day) and the travel speeds on this arterial street (85th percentile speed is in 35-40 MPH range) . �. The installation of a raised curb median on East "L" Street between Melrose and Nacion Avenue would eliminate the problems encountered by left turning vehicles on East "L" Street by requiring all vehicles to turn right and/or make a U turn at Melrose or Nacion Avenue. The high traffic volume on "L" Street may not leave enough "gaps" in the traffic to allow the U turns. Therefore, it may very well be necessary to install a traffic signal at Melrose Avenue to provide for protected left turns. Existing traffic conditions (vehicle and pedestrian volumes, accident history) at Melrose Avenue/East "L" Street do not satisfy the criteria used by the City of Chula Vista for the installation of a traffic signal system. This intersection is ranked 9th on the 1979 Intersection Evaluation List. Staff would closely monitor this intersection after installation of a raised median to determine if a traffic signal should be installed. The raised curb median will require some right of way acquisition and intersection widening at Melrose and Nacion Avenues to accommodate U turns . The intersection of Nacion Avenue/East "L" Street presently has a multi-phase traffic actuated signal that could easily provide for protected (left turn arrow) U turns for eastbound vehicles. Staff had originally proposed the installation of painted left turn lanes on East "L" Street between Melrose and Nacion Avenues as a low cost trial interim solution to possibly lessen the traffic safety problems on East "L" Street. We still believe that should be done now as an interim solution until the raised median is approved by the C. I.P. Committee, City Council, and constructed. The installation of a raised curb median and intersection widening is a long term capital project that will eliminate the problems caused by left turns into and out of Monterey Court, Mission Avenue and Nolan Way. We recommend that as a long term solution but it should be considered by the. C.I.P.
