HomeMy WebLinkAboutAgenda Statement 1985/12/10 Item 10 COUNCIL AGENDA STATEMENT Item 10 Meeting Date 12/10/85 ITEM TITLE: Resolution /...z.1.0( Establishing a passenger loading zone in front of the South Bay Ambulatory Surgery Center at 251 Landis Avenue SUBMITTED BY: Director of Finance/ (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager At the Council meeting of October 15, 1985, the City Council accepted a staff report regarding the metered parking in front of the South Bay Ambulatory Surgery Center and directed staff to return with a resolution establishing a passenger loading zone in front of the Surgery Center. RECOMMENDATION: That Council approve the resolution. BOARDS/COMMISSIONS RECOMMENDATION: Not Applicable. DISCUSSION: This issue was referred to staff by the City Council in response to a letter from Dr. Charles Umansky of the Surgery Center requesting that the parking meter directly in front of the Surgery Center be removed and that a passenger loading zone be established. Staff has reviewed the situation at the Surgery Center and concludes that the metered parking does impede access to the Surgery Center by patients and by handicapped persons. As the attached diagram indicates, there are currently four parking meters directly in front of the Surgery Center. When these four parking meters are occupied, there is no convenient, safe access for patients to be dropped off or picked up. In addition, there is no easy access to the handicapped ramp by persons requiring the use of a wheelchair. This is important because, according to State law, all discharged patients must leave the Surgery Center by wheelchair. The problem of access can be remedied by establishing a "Passenger Loading and Unloading Zone" in front of the Surgery Center pursuant to Chapter 10.60 of the Chula Vista Municipal Code. This will involve the following procedures: by the City Council of Chula Vista, California Dated Page 2, Item 10 Meeting Date 12/10/85 1 . Removal of parking meters No. 1 and No. 2 as indicated on the attached diagram. This is in accordance with the recommendation of the Traffic Engineer because parking meters No. 3 and 4 are next to a landscaped area. 2. Painting the curb white to indicate no stopping, standing or parking for any purpose other than loading or unloading of passengers. 3. Erecting a sign that indicates "Passenger Loading or Unloading Only" apply to between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays. There are over 70 doctors that may have occasion to use the Surgery Center facilities. There are currently four parking spaces in the back of the Surgery Center. One of the spaces is reserved for emergency vehicles. According to the business manager of the Surgery Center, the remaining three spaces are used by either patients or doctors. The Surgery Center staff utilizes metered parking. In addition, the City Council recently approved the designation of seven parking spaces as permit parking only in the parking lot directly south of the Surgery Center. The permit parking spaces would be utilized by doctors using the Surgery Center facility. FISCAL IMPACT: Removal of the two parking meters would result in the loss of approximately $200 revenue annually to the Parking Meter Fund. WPC 0325G •
