ITEM TITLE: Resolution /off 73 - Donation of 1953 Pumper to San Diego Chiefs' Association's
Oil Fire Fighting School
•
SUBMITTED BY: Director of Public Sa Lb (4/5ths Vote: Yes No x )
REVIEWED BY: City Manager0-
The Fire Department presently has a 1953, GMC Pumper which is scheduled to be surveyed in
accordance with the City's equipment replacement policy. Normally, such equipment is put
up for sale through the Purchasing Department. The San Diego County Fire Chiefs' Associa-
tion, Training Officers' Section, has requested that this pumper be donated for use at the
Oil Fire Fighting School.
RECOMMENDATION: The 1953, CHIC Pumper be donated to the Oil Fire Fighting School.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Due to the age and difficulty in acquiring parts for repair, the 1953, GMC Pumper will,
most likely, be auctioned off for approximately $2,000 to $3,000. This pumper was originally
purchased from the State of California for one dollar in 1972.
The San Diego Fire Chiefs' Association, in conjunction with Miramar College, has had an
Oil Fire Fighting School in operation at Miramar NAS since 1982. This school has trained
approximately 1,800 firefighters in all aspects of "live" fire training dealing with fires
involving petroleum products. It is one of the most successful oil fire fighting schools
in the State. Currently a fire pumper must be supplied by assigned fire departments when-
ever a class is being taught. This requires a fire department to supply one of their
reserve pumpers along with a driver/operator. The pumper used at the Oil School is kept
stationary and used to pump water through the hoselines which are used to extinguish the
training fires. Although the truck itself needs some repairs, the pump is in good condition
and would be quite adequate for the Oil School.
The Give Pumper, if donated, could simply be kept on site at Miramar NAS. Miramar College
would assume total responsibility for insurance, maintenance, transfer fees, and licensing.
FINANCIAL IMPACT:
Not applicable.
