The application, filed by La Petite Academy, Inc. , contemplates the establishment of corner Paseo del Rey center nd East n"J1 .Streetacres located presentlydesignated southeasterly corn for neighborhood commercial uses. On February 13, 1985, the Planning Commission recommended that the City Council adopt the proposed amendment. At that time the plan showed the daycare center nat the the easterly ofpPaseondelf Reyeand East property and Street site for a convenience store On February 26, 1985, the City Council , by a vote of 2-3, failed to adopt the amendment citing concerns over mixed use of the property and the lack of a precise plan. BOARDS/COMMISSIONS RECOMMENDATION: By unanimous vote, the Planning Commission, on February 13, 1985, took the following action: 1 . Found that this project will have no significant environmental impacts and adopted the Negative Declaration issued on IS-85-26 which is herewith forwarded with addendum for Council adoption. 2. DISCUSSION: Although the application is for a textual amendment to the SPA Plan, there ates only this one commercial site to which it would in question It and appropriate, therefore, to consider the specific property uses.
