The applicant is requesting an amendment to the Ranchero Sectional Planning
Area (SPA) Plan in order to permit child daycare centers within the P-C zone.
The application, filed by La Petite Academy, Inc. , contemplates the
establishment of corner Paseo del Rey center

On February 13, 1985, the Planning Commission recommended that the City
Council adopt the proposed amendment. At that time the plan showed the

On February 26, 1985, the City Council , by a vote of 2-3,
failed to adopt the
amendment citing concerns over mixed use of the property and the lack of a
precise plan. The applicant

RECOMMENDATION: that Council concur with the recommendation of the Planning
Commission.
BOARDS/COMMISSIONS RECOMMENDATION: By unanimous vote, the Planning
Commission, on February 13, 1985, took the following action:
1 . Found that this project will have no significant environmental
impacts and adopted the Negative Declaration issued on IS-85-26
which is herewith forwarded with addendum for Council adoption.
2. Adopted a motion recommending that the City Council approve an
amendment to the Ranchero SPA Plan to permit child daycare
centers within the P-C zone, and specifically the C-N zoned site
located at the southwest corner of Paseo del Rey and East "J"
Street.

And, by unanimous vote, the Design Review Committee on November 7, 1985, took
the following action: Approve the site plan and architecture subject to
specific conditions.
DISCUSSION:
Although the application is for a textual amendment to the SPA Plan, there ates
