COUNCIL AGENDA STATEMENT Item 9 Meeting Date 11/26/85 ITEM TITLE: Resolution / Authorizing Fuel Efficient Traffic Signal Management Program Grant Application SUBMITTED BY: Director of Public Works/City Engineer REVIEWED BY: City Manager (4/5ths Vote: Yes No x ) The Fuel Efficient Traffic Signal Management (FETSIM) Program was established to provide direct financial and technical assistance to local agencies to develop more effective traffic signal timing plans to reduce unnecessary stops, delays and fuel consumption. Our citywide signal system study is nearing completion and will recommend the implementation of a new system. A significant part of this implementation will be development of signal timing plans and staff training. It is both timely and beneficial to the City to participate in the FETSIM program at this time. RECOMMENDATION: That Council adopt this resolution authorizing the grant application submittal and the grant execution. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: A FETSIM program overview is attached for background information. Although the program has been available for several years, we have not applied until now because of the staffing commitments and the fact that we were beginning to study the entire City for the implementation of a new signal system. The signal system study is nearing completion and will be presented to the Council within the next two months. We anticipate making a decision on what type of system to implement and beginning the design phase by early spring 1986. Implementing the new system will require the development of signal timing plans and staff training. Both of these elements can be provided through the FETSIM program which will reduce the total cost of implementation the new signal system by approximately 80 to 100 thousand dollars. The total FETSIM project cost is estimated at $124,460 with $100,200 State share and $24,260 Local Match. The Local Match portion will be provided through salaries and overhead for 1150 traffic division staff hours over the next year (the length of the program). It is projected that five of the Traffic Division's staff will participate in the project. Article III — Payment The Contractor will be entitled to periodic reimbursement of its actual costs based upon satisfactory completion of each product . Submission of itemized invoices in triplicate to the Contract Administrator is required showing details of costs incurred in the categories listed on the attached project budget form. Ten percent of each progress payment will be withheld and released upon completion of the project and submission of an acceptable final report . Article IV — Termination The Department of Transportation reserves the right to terminate this agreement upon thirty (30) days written notice to the Contractor . If the Contractor falls 15 days behind delivery of a specific product , a notice will be sent by the Department giving 30 days to submit such product or the contract will be terminated . Contract No . 55E289 Sheet 3 of 7 Article V — Federal Funding Requirements A. It is mutually understood between the parties that this contract may have been written before approval of the State' s funding request by the U.S. Department of Energy . This is being done to avoid program and fiscal delays that would occur if the contract were executed after Department of Energy approval . B. This contract is valid and enforceable only if sufficient funds are made available to the State by the United State Government for the Fiscal Year 1986-87 for the purpose of this program. In addition , this contract is subject to any additional restrictions , limitations , or conditions enacted by the U.S. Department of Energy or the Congress or any statute enacted by the Congress which may affect the provisions , terms or funding of this contract in any manner . C. It is mutually agreed that if the Congress does not appropriate sufficient funds for the program, this contract shall be amended to reflect any reduction in funds . D. The State has the option to void the contract under the 30—day cancellation clause or to amend the contract to reflect any reduction of funds . Article VI — Change in Terms This contract may be amended or modified only by mutual written agreement of the parties . Article VII — Nondiscrimination A. Appendix A, relative to nondiscrimination on federally— assisted programs, is attached hereto and made a part of this agreement . B. Contractor shall comply with Title VI of the Civil Rights Act of 1964, as amended . Accordingly , 49 CFR 21 through Appendix H and 23 CFR 710.405(b) are applicable to this contract by reference . Article VIII — DB/UBE Requirements The Contractor shall comply with the Disadvantaged Business (DB) and Woman Owned Business Enterprise (WBE) requirements , which are attached hereto and made a part of this agreement . Contract No . 55E289 Sheet 4 of 7 Article IX — Cost Principles The Contractor agrees that the Contract Cost Principles for State and Local Governments , OMB Circular A-87, shall be used to determine the allowability of individual items of cost . Additionally , should sub- contractors be hired to perform any facet of the project work , these subcontractors will be required to use the Contract Cost Principles and Procedures , Part 1-15 of Chapter 1 of the Federal Procurement Regulations, to determine the allowability of individual items of cost . Article X — Audits The Department of Transportation reserves the right to make on—site inspection and audit of Contractor and subcontractor records . Article XI — Contingency Fee The Contractor warrants , by execution of this contract , that no person or selling agency has been employed or retained to solicit or secure this contract upon an agreement or understanding for a commission , percentage , brokerage , or contingent fee , excepting bona fide employees or bona fide established commercial or selling agencies maintained by the Contractor for the purpose of securing business . For breach or violation of this warranty , the State has the right to annul this contract without liability , pay only for the value of the work actually performed , or in its discretion to deduct from the contract price or consideration , or otherwise recover , the full amount of such commission , per- centage , brokerage , or contingent fee . Article XII — Retention of Records The Contractor and subcontractors shall maintain all books , docu- ments , papers , accounting records , and other evidence pertaining to costs incurred , including support data for cost proposals , and make such materials available at their respective offices at all reasonable times during the contract period and for three years from the date of final payment under the contract . The State , U.S. Department of Energy , or any duly authorized representative of the Federal Government shall have access to any books , records , and documents of the Contractor that are pertinent to the contract for audits , examinations , excerpts , and transactions , and copies thereof shall be furnished if requested . The decision of the Contract Officer , issued in writing , shall be conclusive and binding on both parties to the contract on all questions of fact considered and determined by the Contract Officer . Neither the pendency of a dispute nor its consideration by the Contract Officer will excuse the Contractor from full and timely performance in accordance with the terms of the contract . Article XIV — Subcontracting Contractor shall perform the work contemplated with resources available within his own organization and no portion of the work pertinent to this contract shall be subcontracted without written authorization by the Contract Administrator . Approximately 12 years ago, the City of Chula Vista installed a computerized traffic signal interconnect system to control over 40 intersections in the central city quarter mile grid network. This system was capable of handling three separate timing plans,, and all controllers were two phase Type F. Over the years, two factors have occurred which make the system obsolete. • First, the modification of two phase to multi-phase operation at seven of the intersections within the system have disrupted the coordination and, second, the master controller has worn out and is currently only Capable of utilizing one timing plan. Because the equipment is obsolete, its repair is not feasible. Recognizing the above and the fact that more of the existing two phase operations will be changed to multi-phase, the City Council authorized staff to proceed with a- comprehensive signal system improvement study and committed a half-million dollars in the 85-86 Capitol Improvement Program for its implementation. This study is being done by PRC Engineering and is nearing completion. Because of extensive growth in the eastern area of the City and the recent annexation of the Montgomery area (see Figure 2 in this application) the system study covers 100 signalized intersections within the Chula Vista influence area. This grant application only covers the 40 signals in the existing interconnect system. According to our current schedule, construction should begin in the spring of 1987 for the replacement of controllers, interconnect and master computer, and should be completed in the summer of 1987. The three optimized timing plans developed under this project would be immediately implemented..for those 40 intersections. Approximately 1 .5 billion gallons of this fuel are consumed by vehicle stops and delays. While it is impossible to eliminate all stopping and idling, efficient traffic signal operations can eliminate as much as possible. Recognizing the potential energy savings in this area, the California Energy Commission established the Fuel Efficient Traffic Signal Management (FETSIM) grant program in 1982. The program was transferred to Caltrans in 1983 . The FETSIM program provides direct financial and technical assistance to local agencies who are responsible for over 80 percent of the signals in the state. The goal of the program is to help local traffic engineers reduce unnecessary stops, delays, and fuel consumption through the development of more effective traffic signal timing plans. Since its inception, the program has awarded grants to 65 local jurisdictions for the retiming of over 3 ,000 signalized intersections. Based on field tests, vehicle stops and delays have been reduced by 14 percent and total travel time and fuel consumption by six percent, resulting in an average fuel consumption reduction of 4 ,200 gallons/ intersection. With these results, the direct benefit/cost to California motorists has been documented at 48 : 1 over three years. In addition to saving millions of gallons of fuel each year, the program has: o Enhanced the capabilities of local traffic engineers to effectively manage their traffic signals. o Increased the priority given to effective traffic operations management by increasing professional and public awareness of traffic management's cost-effectiveness. This grant program targets traffic control systems currently coordinated and controlled in a manner that permits implementation of multiple timing plans ( i.e. , timing plans that match traffic needs at different times of day) . By focusing on traffic signal systems that currently have these capabilities, maximum energy savings can be realized with the available funds. Eligible systems can range from those with sophisticated computer-controlled units to fixed-time electromechanical dial units. Coordination can be supplied by either a physical interconnection or a time-based method. If a jurisdiction feels that its systems would benefit from updating signal timing, it should apply for these funds.
