The City's annual entitlement to Community Development Block Grant (CDBG)
funding is dependent upon the existence of a Housing Assistance Plan approved
by the US Department of Housing and Community Development (HUD). The Plan is
a statement which identifies the lower income housing needs of Chula Vista and
which sets three-year goals for City action addressing those needs.
RECOMMENDATION: That Council adopt the resolution approving the Housing
Assistance Plan and direct the City Manager to submit the Housing Assistance
Plan to HUD.
BOARDS/COMMISSIONS RECOMMENDATION: The components of the City's efforts at
accomplishing low income housing goals which are contained in the Housing
Assistance Plan have been presented in the past to the Human Relations
Commission and the Commission on Aging.
DISCUSSION:
The attached Housing Assistance Plan is comprised of a housing needs section
and a housing goals section. It declares the City' s perceived needs in
housing for households at or below 80% of median income and the forms and
degrees of assistance the City will provide to redress those needs. As CDBG
funds are provided to communities by the Federal Government to principally
assist low and moderate income individuals, to prevent or eliminate slums and
blight, or to address urgent needs, and as housing assistance to low income
households is a prime factor in these pursuits, HUD has tied program funding
to housing assistance. The City must demonstrate a good faith effort in
pursuing the goals of the Housing Assistance Plan. In extreme cases, Block
Grant funding could be withheld by HUD for lack of performance of the Housing
Assistance Plan goals.
The housing needs section of the Housing Assistance Plan is based primarily on
1980 Census and other demographic information. The data was compiled and
evaluated by the San Diego Association of Governments (SANDAG) for Chula Vista
under the Local Technical Assistance Program. All of the background and
calculations, used by SANDAG, are provided in the methodoloy which is on file
in the Community Development Department.

The goals section is speculative and optimistic, establishing goals to be
pursued rather than quotas to be accomplished. It identifies numbers of lower
income units to be assisted through City efforts which are dependent upon
market conditions and HUD funding levels and cycles. As funding under HUD
programs will not be awarded to a locality unless the locality' s Housing
Assistance Plan goals include units to be so funded, the Housing Assistance
Plan goals of necessity appear quite optimistic. A balance has been attempted
between inclusion of units to acquire HUD funding and the avoidance of
exaggerated expectations on the part of HUD, which could lead to the charge of
non-performance. The failure of HUD to provide funding for such assisted
units will obviate the City's responsibility for approaching the unit goals.
The goals and techniques stated in the Housing Assistance Plan do not
represent any significant departures from approaches utilized or considered in
concept by the Council to date. The proportion of housing goals to housing
needs is consistent with the goals stated in the Housing Element of the City's
General Plan. And the techniques identified generally parallel those found in
the Housing Element.
FISCAL IMPACT: Approval of of this Housing Assistance Plan will entitle the
City to $910,000 of Community Development Block Grant (CDBG) funding for
Fiscal Year 1985-86 The City can anticipate receiving approximately $900,000
of CDBG funding for fiscal years 1986-87 and 1987-88.
