The Unit now consists )f five personnel; a Supervising Evidence Technician, an Evidence Technician, a Property Clerk, and two 20 hour Interns . The work area these people have to perform in has remained unchanged. This has created a number of problems which can only be alleviated by increasing the office space. RECOMMENDATION: Adopt Resolution appropiating funds. 30ARDS/COMMISSIONS RECOMMENDATION: Not Applicable )ISCUSSION: Since 1971, when the police facility was constructed, the work load of the ;rime/Photography Unit has increased significantly. Two factors are the )rimary contributors to this work load increase. One is a significant Lncrease in serious crime and the other is a greater emphasis on the ;ollection and use of physical evidence in the investigation and prosecution )f crimes . :urrently we have 750 square feet of space for the Crime/Photo Unit. The =ive personnel now assigned to this unit find it very difficult to operate :ffectively in these cramped quarters and this impacts on our ability to )rocess evidence in an effective manner and does not enhance on our ability =o solve cases and convict defendants . :n order to correct this situation, we propose to move the Crime/Photography )ffices into the basement of the Police Facility where there is sufficient ;pace to plan a facility that will rectify today's problems and also provide :he space necessary for future growth. The new facility could require up :o 4,000 square feet. The space now being utilized by the Crime/Photo Lab hill be available for additional office space for the Investigative Division. :ity staff interviewed the following Architectural firms: Araiza-Herschman AIA 5 . Date 11/19/85 Page 2, Item 17 egasus Architecture & Design was chosen because they were the most esponsiv' to this particular project during the interview and because f their experience with similar type projects. fter negotiations between staff and Pegasus a basic fee of $35, 155 has, een agreed upon. Of this amount, $15, 650 is allocated for the mechanical/ lectrical consultants that have been retained by the architect for this roject. Placing this facility in the basement creates a complex project n that provisions will have to be made to vent both fumes and chemicals rom the basement through the first floor and out of the building. rchitectural services will include a master plan for the entire basement rea to include the most effective and functional use of the basement area ow and in the future. he City Attorney has reviewed and approved this agreement. At this point he estimated costs of this project are in a range of $180 ,000 to $240 , 000 . uring the schematic documents phase of this project specific cost estimates ill be developed and this project will be recommended for inclusion in the 986-87 CIP budget. ISCAL IMPACT : 10 ,000 is budgeted in 1984-85 fiscal year RS-46 . An additional $25,155 will ave to be appropriated from the General Fund.
