Change Order Number Two provides for the construction, by R. E. Hazard
Contracting Company, the deferred street improvements at 142 Minot Avenue (on
Las Flores Drive) 149, 161 , 164, 168, 172 and 174 "D" Street. The amount of
the Change Order is $26,400.00.
RECOMMENDATION: That Council adopt the resolution approving
1 . Change Order Number Two, and
2. Authorizes the City Engineer to execute.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The City Council by Resolution 11989 on April 9, 1985, appropriated $75,000.00
for the construction of deferred street improvements adjacent to developed
parcels on Las Flores Drive and "D: Street. The appropriation placed the
money in a Public Improvement Loan Fund 105 for the purpose of loaning money
to property owners for a period of ten years so they could pay for the cost of
constructing deferred public improvements. Engineering has letters of
agreement for R. E. Hazard to construct these additional improvements from six
of the seven property owners involved. The letters provide that the property
owners will reimburse the City. One property owner, Daniel H. Josephson, has
not acknowledged agreements; however, we plan on construction of the deferred
improvement. Our City Attorney has advised us to proceed, as he is in contact
with their attorney.
With approval of this Change Order, we will transfer $26,400.00 from the
Public Improvement Loan Fund 105 to the project account #250-2501-GT189. This
will leave a balance of $48,600 in the Public Improvement Loan Fund.
On completion of the work, final construction costs for the deferred
improvements wi11 be determined and the property owners informed for
formalizing the construction loan.

TOTAL CONTRACT: $312,808.50
The cost of the improvements for which the seven properties with deferrals
are responsible will be paid back to the City with interest under the
terms of an agreement. The City will be reimbursed up to the balance of
the project cost through a reimbursement district which will be set up
after construction is completed. Property owners will pay their share at
the time building permits are issued.
