This resolution provides for adjusting the salary bands for executive managers.

DISCUSSION
Attachment A contains the current executive salary schedule, which has not
been updated for two years. Attachment B includes the proposed schedule,
which generally increases by 10%. There is no change in the allocation of
executive managers to levels E-3, E-4, and E-5.

ITEM TITLE: RESOLUTION /a3 R,- Approving Wages for Unclassified Hourly
Employees for FY 1985-86

Hourly employees receive no benefits; however, the wages paid to these individuals
are adjusted annually in keeping with adjustments awarded to other City employees .
This maintains the internal alignment of the salary plan, as well as keeping the
hourly employee wages at a level competitive with other agencies.
RECOMMENDATION:
Adopt resolution.

DISCUSSION:
It is recommended that the unclassified hourly employees be granted a 5% salary
increase retroactive to the first pay period in July (July 5 , 1985) . A 1% salary
increase effective the first pay period in January (January 3, 1986) is also
recommended. These increases would result in the attached schedule for unclassified
hourly employees.
FISCAL IMPACT:
The total additional cost for this compensation package is approximately $28,460.
A resolution appropriating these funds and amending the FY 85-86 budget will
follow within the next month.

ITEM TITLE: Resolution // 3„,:g-,j7 - Establishing Compensation Plan for Middle Management
Employees for FY 1985-86

This resolution provides for the establishment of the compensation plan for
middle managers for FY 1985-86.
RECOMMENDATION: Adopt resolution.

DISCUSSION
It is recommended that all middle management employees receive a 5% salary
increase effective the first pay period in July (July 5, 1985), plus an
additional 1% of salary effective the first pay period in January 1986
(January 3, 1986). It is also recommended that in January, the payment of the
employee contribution to the Public Employees Retirement System be increased
from 2% to 3%. In addition, it is recommended that the following
classifications receive special adjustments above the increase just described,
as indicated below:

Police Captain 1.357%
Recreation Superintendent 2%
Assistant City Attorney 4%
Transit Coordinator 10%
Principal Comm. Dev. Specialist (vacant) 12%
In addition to those adjustments, a classification study was performed on the
position of Public Information Officer.
Based on the recommendation of that
reclassification study, it is recommended that in addition to the across the
board adjustment for middle managers, this position be established at a level
between Senior and Pricipal. Management Assistant, requiring an additional
adjustment of 17,67%.
FISCAL IMPACT: The total additional cost for this compensation is
approximately $126,384.00. A resolution appropriating these funds and
amending the FY 1985-86 budget will be sumitted to you at least by the first
meeting in December.

ITEM TITLE: Resolution 4, W g - Establishing the compensation and fringe benefit plan
for unrepresented/unclassified employees for FY 1985-86

This resolution establishes the compensation and fringe benefit plan for the
following unclassified/unrepresented positions for FY 1985-86:
Deputy City Attorney (vacant)
Personnel Analyst
Secretary to the City Attorney
Secretary to the Mayor/City Council
Secretary to the City Manager
RECOMMENDATION: Adopt resolution
BOARDS/COMMISSIONS RECOMMENDATION: N.A.
DISCUSSION
The above employees are recommended to receive the same salary increase as
granted to the Chula Vista Employees Association, 5% effective 7/5/85, and an
additional 1% effective 1/3/86.
It is also recommended that the market basket for the Deputy City Attorney and
Personnel Analyst positions be an amount sufficient to cover the cost of the
Travelers health plan for employee only (or successor plan) , plus $1 ,400, as
defined in the Chula Vista Employees Association MOU for 1985-86. It is
further recommended that the market basket for the Secretary to the City Attorney,
Secretary to the Mayor and Secretary to the City Manager be increased to $ 2,456.
All benefit increases will be retroactive to the first pay period in July 1985
(July 5, 1985) .
FISCAL IMPACT:
The total additional cost for this compensation package is approximately $8,150.

fringe benefits for FY 1985-86

Attached is a revised benefit package for executive and middle managers for FY
1985-86.
RECOMMENDATION: Adopt resolution.

DISCUSSION
•
The following changes are proposed to the fringe benefit plan for executive
and middle managers:
1. It is recommended that the market basket for executive managers be
increased to $2,750.
2. Beginning the first pay period in January 1986 (January 3, 1986) , the
City will pay 3% of the employee contribution to the Public Employee
Retirement System for middle managers (an increase of 1%).
FISCAL IMPACT: The fiscal impact for this fringe benefit package is included
in the compensation agenda statements and will be reflected in the
appropriating resolution amending the FY 1985-86 budget.
