On October 9, 1985, an Underground Utility Advisory Committee (UUAC) meeting
was held in Conference Room 3 to adopt the proposed boundaries of two
underground districts for converting existing overhead utilities along
Broadway from "I" Street to Moss Street. Due to the length of overhead
utilities along Broadway (1 mile) , the Committee agreed to divide the
conversion project into three phases. The first would extend from "L" Street
to Moss Street, the second from "I" Street to "K" Street, and the third from
"K" Street to "L" Street.
RECOMMENDATION: That Council set a public hearing to be held at 7:00 p.m.
in the Council Chambers on December 10, 1985, in accordance with Section
15.32.130 of the City of Chula Vista Municipal Code for the formation of an
underground utility district along Broadway from "I" Street to Moss Street.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The Underground Utility Advisory Committee, consisting of representatives of
SDG&E; Pacific Bell , Cox Cable TV, and the City have discussed possible
undergrounding projects during the past few months. It was the Committee's
consensus that the best project at this time would be the conversion of
Broadway from "I" Street to Moss Street. Factors considered in making this
decision were as follows:
1. Fund Availability
We now have an uncommitted allocation fund balance of about $500,000. The
1986 allocation is estimated to be about $660,000. Thus, we would have
about $1 ,160,000 to cover the $1 ,060,000 estimated cost to convert
Broadway from "I" Street to Moss Street.
2. Project Benefit
This conversion project will provide underground utilities along one of
the City' s major north-south thoroughfare (from "E" Street to Moss
Street). Broadway has been converted from "E" Street to "I" Street.

3. Future City Projects
Another important factor in selecting Broadway between "I" and Moss Street
is the fact that the pavement along this section of Broadway needs to be
reconstructed soon. In fact, the FY 1985-86 Capital Improvement Program
(CIP) contains a project to cover engineering costs to prepare plans for
the reconstruction of Broadway from "F" Street to "I" Street. Actual
construction is to follow during FY 86-87.
The pavement between Moss Street and "L" Street is also in poor condition.
This section must be reconstructed as it cannot be economically repaired. The
pavement is expected to last about one more year. The appropriate time to
reconstruct this section of Broadway would be after the conversion of the
utilities and construction of the Telegraph Canyon Flood Control Channel .
The plan is, therefore, to underground the utilities along Broadway in advance
of the proposed pavement reconstruction work. As shown on the proposed
Broadway Improvement Schedule below, Broadway will have a smooth travelway and
an enhanced aesthetic value to all its users due to the removal of the poles
and overhead wires. Completion of the undergrounding and reconstruction work
would be accomplished in FY 1987-88.

Section 15.32.130 of the Chula Vista Municipal Code specifies that City
Council set a public hearing to determine whether the public health, safety
and general welfare requires the undergrounding of existing overhead utilities
within designated areas of the City and to give the persons the opportunity to
speak in favor or against the formation of a proposed district to underground
utilities. The purpose of forming the district is to require property owners
to change their electrical wiring to receive underground electrical service.
The service lateral conversion is a cost to be borne by the property owner and
generally ranges between $300 and $1 ,000.
Section 15.32.140 requires that the City Clerk notify all affected persons and
each utility company of the time and place of the public hearing at least 15
days prior to the date of the public hearing. Notice shall be given by mail
to all property owners and occupants of property located within the boundaries
of the proposed districts. The City Clerk is required by this section of the
code to publish the resolution of intention, setting the public hearing in the
local newspaper no less than 5 days prior to the date of the public hearing.

FISCAL IMPACT: The cost of undergrounding utilities along Broadway from "I"
Street to Moss Street is estimated to be about $1 ,060.000. This cost will be
funded from accumulated allocations from SDG&E.
The undergrounding will require the installation of street lights with
underground wire to provide for traffic and pedestrian safety. This cost, to
be paid by the City, is estimated to be approximately $206,000. Funds for
this cost will be requested in next year' s CIP budget.
