Restroom and appropriate funds from the unappropriated reserves

The Palomar Park restroom has been closed since 1978 due to vandalisms and
neighborhood complaints of excessive noise. The present condition and
unsightliness of the restroom facility require that action be taken to either
demolish or refurbish this structure.
RECOMMENDATION: That Council authorize the demolition of the existing
facility and appropriate funds from the unappropriated reserves.
BOARDS/COMMISSIONS RECOMMENDATION: The Parks and Recreation Commission
considered this matter at their meeting of October 17, 1985 and unanimously
voted to recommend that the existing restroom facility be demolished.
DISCUSSION:
The Palomar Park restroom building has been boarded up and closed since 1978.
The building is presently covered with graffiti and all interior fixtures have
been broken by vandals. The structure is an eyesore and has served no
utilitarian purpose since its closing following complaints from neighboring
residents. The facility is located in the northeastern tip of Palomar Park
adjacent to an SDG&E easement. The park, consisting of 3.1 acres is the only
neighborhood facility of its kind to have a restroom. Most of our smaller
neighborhood parks do not have restroom facilities (e.g. , Marina View, Valle
Lindo, El Rancho Del Rey, and Halecrest).
Prior to making this recommendation, a community meeting was held in the
Palomar Elementary School auditorium on October 9. Notices were mailed to 300
neighborhood residents within a quarter-mile radius of the Park and another
360 flyers were sent home with students from Palomar School . A slide
presentation was shown of the facility in its present condition and
alternative actions explained. Staff reported on the cost estimate to
refurbish $3,690 and to demolish $6,000. Refurbishment and annual maintenance
is estimated to be $3,890. The meeting was attended by fifteen residents who
agreed the facility should be demolished. In addition, fifteen responses were
received by phone and letter. All expressed their desire to see the facility
demolished.
FISCAL IMPACT: If demolition is approved, $6, 000 will need to be
