HomeMy WebLinkAboutAgenda Statement 1985/11/12 Item 15 COUNCIL AGENDA STATEMENT Item 15 Meeting Date 11/12/85 ITEM TITLE: Emergency Ordinance o(,3)..i Amendi ng Chapter 19.62.050 of the Chula Vista Municipal Code regarding off-street parking requirements for multiple-family units SUBMITTED BY: Director of Planning j (4/5ths Vote: Yes X No ) REVIEWED BY: City Manager On November 5, 1985, the City Council requested staff to prepare an emergency ordinance increasing the parking requirements for multiple dwellings from 1 to 1-1/2 per unit for studio and one-bedroom apartments and from 1-1/2 to 2 per unit for two-bedroom apartments. RECOMMENDATION: Put the ordinance on its first reading but as a normal ordinance reading as apposed to an emergency item. BOARDS/COMMISSIONS RECOMMENDATION: This is a referral to the Safety Commission and Planning Commission who are studying the matter. DISCUSSION: The interim ordinance would effectuate a change until the study is completed. The study will more thoroughly analyze the parking requirements per unit. The provisions of other jurisdictions and the need for guest parking provisions as well as the continued advisability of allowing on-street parking to satisfy the minimum parking requirements will be considered. While the study is underway, the current parking provisions as they apply to guest parking and compact spaces would remain unchanged. A question arises as to how the ordinance will affect existing projects and the timing of its effectuation. Staff suggests that the ordinance apply to any multiple-family project which has not received Design Review Committee approval as of the date of adoption of the ordinance. Staff supports the parking increases as reasonable and consistent with the parking standards of numerous other jurisdictions (ref. attached chart). The changes should improve on-site traffic circulation, ingress and egress to projects, the circumstance of parking and traffic in on-street locations adjacent to any development, and enhance the general safety and welfare of those neighborhoods. As an emergency measure the item would take effect immediately. As a non-emergency item, the effective date would be within about five weeks. Staff would recommend adoption of a non-emergency measure. The findings that must be made refer to preserving the public peace, health, and safety as to justification for its urgency. There are also approximately eight projects representing 87 dwelling units which could possibly be considered by the Design Review Committee by the end of this year. Staff has been working with those applicants and has made tentative commitments as to density, layout and design acceptability. Those projects would need to be redesigned and probably some loss of units would result were the parking standards immediately changed. FISCAL IMPACT: Unknown but could jeopardize several projects underway.
