HomeMy WebLinkAboutAgenda Statement 1985/11/05 Item 9 COUNCIL AGENDA STATEMENT Item 9 / Meeting Date 11/5/85 ITEM TITLE: Resolution I°0--3 9 Initiating the "Otay Valley/Palm Avenue Reorganization" involving the annexation of approximately 607 acres of uninhabited City of San Diego territory to the City of Chula Vista SUBMITTED BY: Director of Planning (Q (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager The subject 607 acre proposal area is currently located within the jurisdictional boundaries of the City of San Diego and is situated east of I-805 to nearly Heritage Road and between the Otay River (Chula Vista/San Diego boundary line) and Palm Avenue extended. RECOMMENDATION: That Council : 1 . Adopt a "resolution of application" initiating the proposed Otay Valley/ Palm Avenue Reorganization involving the annexation of approximately 607 acres of uninhabited territory presently within the jurisdictional boundaries of the City of San Diego, to the City of Chula Vista. 2. Authorize the Mayor of the City of Chula Vista to sign all applicable annexation forms for submittal to LAFCO. 3. Authorize the payment of all LAFCO and State Board of Equalization processing fees amounting to $2580.00 ($2100.00 LAFCO + $480.00 State) . DISCUSSION: General Description of the Territory The subject 607 acres is located entirely within the city limits of the City of San Diego. The area is bounded by the I-805 freeway on the west side; the Rancho Otay boundary (approximately Heritage Road) on the east side; Palm Avenue extended along the south side; and, the City of Chula Vista (Otay River) on the north side. The territory is comprised of 12 parcels under nine separate ownerships. The land is characterized by the Otay River meandering along the northerly portion and steep slopes extending onto the Otay Mesa along the southerly portion. Part of the area has been used for agricultural purposes. by the City Council of Chula Vista, California Dated ��- S Page 2, Item 9 Meeting Date 11/5/85 General Plan and Zoning The territory is zoned A-1-10 (Agricultural ) in the City of San Diego and is designated for Agriculture (Otay River) and very low (0-5 DU' s/acre) to low (5-10 DU's/acre) density residential with open space (canyons) on San Diego' s Otay Mesa Community Plan. The project area has not been prezoned by the City of Chula Vista or designated on the General Plan except for the Otay River which has been designated as open space. The area has been set aside as a special study area as part of this city's Sphere of Influence Plan. Annexation Four of the property owners representing 28.2% (170.96 acres) of the proposal area, have expressed interest in annexing to the City of Chula Vista while others have indicated that they would not oppose the annexation. It should be noted that before annexation can occur, the City of San Diego City Council would first have to approve deannexation of the territory from its jurisdictional boundaries. FISCAL IMPACT: Short-term financial impact of the City-initiated reorganization involves the payment of the LAFCO fee amounting to $2100.00 and if the annexation is approved the State Board of Equalization fee of $480.00. The total fee, if approved, would be $2580.00. WPC 2258P
