HomeMy WebLinkAboutAgenda Statement 1985/11/05 Item 10 COUNCIL AGENDA STATEMENT Item 10 Meeting Date 11/5/85 ITEM TITLE: Resolution /e9,23 ) Initiating the "Palomar/Bay Blvd. Reorganization" involving the annexation of approximately 63 acres of uninhabited City of San Diego territory to the City of Chula Vista SUBMITTED BY: Director of Planning(PI (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager The subject 63.1 acre proposal area is currently located within the jurisdictional boundaries of the City of San Diego and is situated on the west side of Bay Blvd. and immediately north of Palomar Street extended. RECOMMENDATION: That Council : 1 . Adopt a "resolution of application" initiating the proposed "Palomar/Bay Blvd. Reorganization" involving the annexation of approximately 63 acres of uninhabited territory presently within the jurisdictional boundaries of the City of San Diego, to the City of Chula Vista. 2. Authorize the Mayor of the City of Chula Vista to sign all applicable annexation forms for submittal to LAFCO. 3. Authorize the payment of all LAFCO and State Board of Equalization processing fees amounting to $1400.00 ($1050.00 LAFCO + $350.00 State). DISCUSSION: General Description of the Territory The subject 63.1 acres is located entirely within the city limits of the City of San Diego. The area is bounded by the City of National City along the westerly boundary and by the City of Chula Vista along the northerly and easterly boundaries. The southerly boundary is the westerly extension of Palomar Street. The territory is comprised of two parcels under two ownerships (SDG&E, 8.14 acres and Western Salt Co. , 54.96 acres) . The land is characterized by salt evaporation ponds, a vacant industrial structure, and SDG&E tanks. General Plan and Zoning The territory is zoned M-2 (heavy industrial in the City of San Diego and designated as open space on its General Plan. The land uses a - conformance with the General Plan designation and zoning. Dated Page 2, Item 10 Meeting Date 11/5/85 The project area is not designated on Chula Vista' s General Plan and has not been prezoned. However, the area is situated within the approved boundaries of Chula Vista's Sphere of Influence Plan. Annexation The Western Salt Company and SDG&E, representing 100% of the proposal area, have signed a petition for annexation to the City of Chula Vista. Before annexation can take place, the City Council of the City of San Diego would first have to approve the deannexation of the territory from its jurisdictional boundaries. FISCAL IMPACT: Short-term financial impact of the City-initiated reorganization involves the payment of the LAFCO fee amounting to $1050.00 and if the annexation is approved the State Board of Equalization fee of $350.00. The total fee, if approved, would be $1400.00. WPC 2268P
