City of Chula Vista to complete roadway improvements in Otay Lakes Road north of Canyon Drive SUBMITTED BY: Director of Public Works/City Engineer /p11// REVIEWED BY: City Manager (4/5ths Vote: Yes X No ) It is necessary to complete a short section of roadway (i .e. , curb, gutter, sidewalk, and pavement) for safety reasons in Otay Lakes Road north of Canyon Drive. This project will complete the full roadway so the proper pavement markings can be installed. RECOMMENDATION: That Council : 1. Approve agreement with McMillin Development, Inc. to construct approximately 466 lineal feet of missing street improvements. 2. Authorize the expenditure of $20,000.00. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In 1980, a cash deposit was made by L & L Development Co. to cover the costs of completing the roadway improvements between the SDG&E easement and Canyon Drive in front of the Bonita Haciendas Subdivision on Otay Lakes Road. The improvements need to be made at this time for the safety of the motoring public. This 466 lineal feet of curb, gutter, sidewalk and adjoining pavement will complete the link between the existing improvements at Canyon Drive and the new pavement that McMillin has just finished to the north on Otay Lakes Road. The unfinished portion jutting out into Otay Lakes Road creates an unsafe traffic condition. The prices listed in the attached contract are much below the expected costs to do the work if we were to go to formal bid. The men and equipment required are already working in the area. The urgency of he this requested action is necessitated motor by the temporary barricades barricades must the roadway being struck daily by maintained in the roadway until the improvements are completed.
