On May 7, 1985, by Resolution No. 12015, Council approved a claim of $5,000
from the FY 1985-86 2% Non-Motorized Transportation Development Act (TDA) Fund
to be passed through to CalTrans for the purchase of 10 bicycle lockers to be
installed at the Palomar Street and "H" Street trolley stations.
The claim was submitted to SANDAG' s Bicycle Facilities Committee for
approval . The Committee approved $5,106, $106 more than the City's claim.
The extra funds were approved to take advantage of a bicycle locker
manufacturer offer to sell us 12 lockers for $5,106. CalTrans will install
the 10 lockers at the trolley stations and the extra 2 lockers will be
installed adjacent to the employees entrance to the City's Public Services
Building.
RECOMMENDATION: That Council appropriate $5,106 from the FY 1985-86
Transportation Development Act Fund (Claim 181) .

DISCUSSION:
The number of bicycle lockers provided by CalTrans at the Palomar Street and
"H" Street trolley stations are insufficient to meet the existing demand by
users. CalTrans would like to install additional lockers, but is unable due
to fund limitations.
To solve this problem, CalTrans requested Chula Vista to apply for TDA funds
to purchase the lockers. Realizing the benefit to Chula Vista residents,
staff requested and Council approved a resolution claiming $5,000 from the FY
1985-86 TDA fund to purchase 10 bicycle lockers. The funds were to be passed
through to CalTrans once approved by the SANDAG Board of Directors.
The SANDAG Board of Directors, by Resolution No. 86-7 allocated $5,106 to
Chula Vista (Claim 181 ) for the purchase of 12 secure bicycle lockers. The
funds are to be passed through to CalTrans as they will be purchasing and
installing the lockers. CalTrans will install 10 lockers at the Palomar
Street and "H" Street trolley stations and 2 lockers adjacent to the
employee's entrance to the City's Public Services Building. City forces will ,
however, install a concrete slab to receive the lockers.

We will , therefore, benefit from the special sale price offered by the bicycle
locker manufacturer and gain 2 lockers for our own use. The lockers currently
located adjacent to the Public Services Building employee lounge are all
occupied and we have a waiting list of 3 employees that would like to have a
locker.
A representative from CalTrans will be present at the Council meeting to
answer any questions Council might have regarding this item.
FISCAL IMPACT: The cost to purchase and install the bicycle lockers is
estimated to be $5,106. Full funding has been allocated by the SANDAG Board
of Directors from FY 1985-86 TDA funds.
