HomeMy WebLinkAboutAgenda Statement 1985/10/15 Item 17 COUNCIL AGENDA STATEMENT Item 17 Meeting Date 10/15/85 ITEM TITLE: RESOLUTION/2,;2 O7 APPROVING MOU CONCERNING WAGES AND OTHER TERMS AND CONDITIONS OF EMPLOYMENT WITH THE CHULA VISTA EMPLOYEES ASSOCIATION FOR FISCAL YEAR 1985/86. SUBMITTED BY: DIRECTOR OF PERSONNE (4/5ths Vote: Yes No ) REVIEWED BY: CITY MANAGER The City's negotiating team has concluded a Memorandum of Understanding (MOU) with the Chula Vista Employees Association (CVEA) which has been ratified by their membership. RECOMMENDATION: Adopt the resolution approving the Memorandum of Understanding for 1985/86. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The MOU with CVEA for 1985/86 includes the following changes: WAGES - Effective July 5, 1985 represented employees will receive a 5% salary increase. Effective the first pay period beginning January, 1986, represented employees will receive an additional 1% salary increase. In addition, special adjustments will be awarded to the following classifications: Engineering Aide, 6%; Electronics Technician and Senior Electronics Technician, 10%; Programmer Analyst, 9.7%; Police Information Systems Specialist, 3%. FLEXIBLE BENEFIT PLAN - The amount available in the Flexible Benefit Plan for 1985/86 will be increased from $2,118 to $2,272. In addition to the options available in 1985/86, childcare will be made an approved reimbursable item. FAIR LABOR STANDARDS ACT - The imposition of the Fair Labor Standards Act onto local government by the Supreme Court has resulted in a number of changes in the MOU. These changes require the payment of overtime after 40 hours in a workweek, require that overtime be paid at the "regular regular rate which includes items that the City did not previously calculate in paying overtime, and eliminates compensatory time off as a method for paying employees for overtime worked. To offset the additional cost of these changes other allowable FLSA provisions were enacted, including the removal of paid leave time from hours worked for the purposes of calculating overtime, a redefinition of the workweek, standby, and time worked, an agreement that record- keeping practices may need to be changed, and language regarding the actions the City will take in the case of a repeal of the Fair Labor Standards Act. Form A-113 (Rev. 11/79) ITEM NO. 17 MEETING DATE 10-15-85 SPECIAL STUDIES - It was agreed that special studies will be conducted during the year on various classifications, vacation and holiday accruals and the appropriate structuring of the flexible benefit plan under the new IRS regulations. LONG TERM DISABILITY - The waiting period for Long Term Disability benefits for CVEA was reduced from 60 days to 30 days or the expiration of leave benefits, whichever comes later. OTHERS - There were certain housekeeping changes made to the MOU including 1) an update of the list of represented classifications, 2) the dates for City holidays, 3) agreement that the City would absorb the cost of any increase in the health plan under Travelers (or successor plan) , 4) the requirement that reimbursements under the flexible benefit plan be for a minimum of $15.00, and, 5) changes in dates to reflect the new period covered by the MOU.
