On November 20, 1984, the City Council adopted a resolution (Res. No. 11843)
to initiate application for the "Bonita Optimist Reorganization" involving the
annexation of approximately 16 acres of uninhabited recently acquired
City-owned territory to the City of Chula Vista and the concurrent detachments
from the Bonita-Sunnyside Fire Protection District and the San Diego County
Flood Control -Zone 3.
The application for the subject reorganization proposal was filed with LAFCO
on November 27, 1984. On September 9, 1985, the Local Agency Formation
Commission adopted Resolution RO84-30, approving the reorganization.
RECOMMENDATION: That Council adopt a resolution approving the proposed
"Bonita Optimist Reorganization" involving the annexation of approximately 16
acres of unincorporated territory to the City of Chula Vista and the
concurrent detachments from the Bonita-Sunnyside Fire Protection District and
San Diego County Flood Control-Zone 3.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Description of the proposed area for annexation
The subject area contains approximately 16 acres on the south side of
Sweetwater east of Rohr Park and opposite Winnetka Drive. The territory is
surrounded by the City of Chula Vista on three sides (east, west and south)
and is presently occupied by the Bonita Optimist Center.
Environmental
The proposed reorganization is exempt from environmental review as a Class
19(a) exemption.

General Plan and Prezoning
The Sweetwater Community Plan designates the territory for public/semi-public
use and impact sensitive/floodplain. The County zoning is S-80 (8 DU' s/acre)
and A-1 (8 DU's/acre).
The Chula Vista General Plan designation is "Parks and Open Space," whereas,
the area has been prezoned R-E (single family residential , 20,000 s.f. minimum
lot size) and A-8 (Agricultural , 8-acre minimum lot size).
Municipal Services Delivery
The City's Public Works, Police and Fire Departments have reported that
comprehensive municipal services can be provided to the area without an
increase of personnel and/or equipment.
FISCAL IMPACT: None. Since the subject territory is owned by the City of
Chula Vista, there will be no participation in the retirement of the 1970
Chula Vista Police Facility Bonds.

RESOLUTION OF THE SAN DIEGO
LOCAL AGENCY FORMATION COMMISSION
APPROVING A PROPOSED REORGANIZATION INCLUDING ANNEXATION TO
THE CITY OF CHULA VISTA AND DETACHMENT FROM THE
BONITA-SUNNYSIDE FIRE PROTECTION DISTRICT AND
THE SAN DIEGO COUNTY FLOOD CONTROL DISTRICT
"Bonita Optimist Reorganization"
On motion of Commissioner Hostler, seconded by Commissioner
Mahr, the following resolution is adopted:
WHEREAS, a resolution of application was submitted to this
Commission for the reorganization of territory including annexation
to the City of Chula Vista and detachment from the Bonita-Sunnyside
Fire Protection District and the San Diego County Flood Control
District, which resolution was adopted by the City Council of
Chula Vista . as Resolution No. 11843, dated November 20, 1984,
pursuant to the District Reorganization Act of 1965 (Government
Code Section 56000, et spq. ) ; and
WHEREAS , the territory proposed for reorganization is as
described in the application on file with the Local Agency Formation
Commission; and
WHEREAS , all owners of land have consented in writing to
the reorganization; and
WHEREAS, the Executive Officer of the Commission has filed
her report on said reorganization, which report was received
and considered by the Commission;
NOW THEREFORE, BE IT RESOLVED, that this Commission hereby
finds, determines, and orders as follows :
(1 ) The Commission finds , pursuant to Section 15319 ( a)
of the State CEQA Guidelines, that this reorganization is not
subject to the environmental impact evaluation process because
the proposal contains existing structures and is developed to
the density allowed by the current zoning/prezoning of either
the gaining or losing governmental agency (whichever is more
restrictive ) , and any utility extensions would only have the
capacity to serve existing structures.
(2 ) The Commission hereby approves the reorganization
with modified boundaries,' as described in Exhibit A attached
hereto.
( 3 ) The boundaries of the territory as described in Exhibit
A are definite and certain.

(4) The boundaries of the territory do conform to lines
of assessment and ownership.
(5 ) The territory includes 16 acres and is uninhabited.
(6) The territory proposed to be reorganized is hereby
designated the "Bonita Optimist Reorganization" (City of Chula
Vista) .
( 7) The Commission hereby designates the City of Chula
Vista as the conducting authority and authorizes the City Council
to initiate proceedings in compliance with this resolution without
notice and hearing.
(8) The Executive Officer of this Commission is directed
to file and mail certified copies of this resolution as required
by law.
